Reporting Structure Reporting to the Manager, Compensation and Benefits, the Payroll Administrator serves as the first point of contact for all REAL staff (in scope and out of scope) to provide information, answer payroll and benefit inquiries and resolve automated time and attendance and payroll issues. Key Responsibilities Process the full payroll cycle including verifying and generating payroll in the payroll systems, uploading the EFT to the bank. Run and import hours from the time and attendance system. Perform off‑schedule payments, such as replacement cheques, termination payments, lump sum payments. Maintain recurring pay codes, including Blue Cross benefits and deductions, union dues, garnishments. Remit and report statutory deductions, union dues, court‑ordered deductions within set timelines and in compliance with regulations. Analyze and verify calculations in the time and attendance system, including overtime, statutory holiday pay, vacation pay, premiums, etc. Distribute employee correspondences e.g., ROEs, paystubs, memos, and verification letters. Ensure employee benefits paperwork is complete, accurate and distributed to benefit carriers. Ensure accurate entry of employee benefit premium deductions including periodic audit and review to ensure accuracy and integrity of benefit premium data. Carry out year‑end checks to ensure accuracy and integrity of data. Capture repeatable processes through a procedure manual; create and maintain procedure documents manual. Collect, compile and present payroll and employee information to support Human Resources dashboard KPI’s (e.g., attendance, probation, training, leave utilization/balances, overtime, average earnings, turnover, etc.). Perform audits and analyses on a regular basis to ensure accuracy and integrity of data. Review new hire entries into the payroll system along with reviewing and verifying source documents. Support delivery of employee experience activities: respond to inquiries and requests for information in a timely, accurate and transparent manner. Maintain union correspondences: seniority lists, pay period earnings and union deductions, new hires, end‑of‑year new hire and termination lists. Maintain benefit correspondences: new registrants, termination of benefits, changes of employee information, etc. Communicate effectively with other Human Resources team members on payroll and benefits information and payroll/time & attendance system requirements. Prepare and post job ads, manage recruitment documentation, and handle communication with candidates while following company policies and the collective bargaining agreement. Coordinate the interview process by updating interview guides, scheduling with shortlisted applicants, preparing materials, and participating in interviews, while also contributing to candidate pipeline development and attending career fairs. Conduct reference and background checks. Prepare and deliver messages to unsuccessful candidates for all competitions. Distribute employee forms to applicable departments for processing (e.g., uniform requests). Maintain and update personnel files (paper and electronic). Assist with room setup for onboarding or training. Provide administrative support as needed to all Human Resources programs and services (e.g., volunteer and recognition programs, training compliance, metric reporting, etc.). Perform other duties and project work for various human resource units as assigned by the Manager. Requirements WHAT IT TAKES National Payroll Institute Payroll Compliance Professional (PCP) certification is required. Post‑secondary education in payroll and computer courses (Microsoft Applications, automated payroll and time & attendance systems). Minimum of three (3) years' experience in a computerized payroll environment. Experience in a unionized environment is required. Experience in the use of advanced functions of computers including Windows‑based software such as Microsoft Office Suite, Word, Excel and Outlook. Knowledge, Skills, and Abilities Knowledge of relevant Saskatchewan and Federal legislation (Saskatchewan Employment Act, Human Rights, Worker's Compensation, Canada Revenue Agency, Employment Insurance (EI), etc). Proven ability to deal tactfully and decisively with sensitive client issues while maintaining the highest levels of customer service and confidentiality. Demonstrated ability to work under pressure, meet tight deadlines and effectively handle changing priorities. Ability to retain skill and knowledge to perform a wide range of transactions. Excellent written and verbal communication skills. Strong critical thinking and analytic abilities. Strong organizational, planning, and multi‑tasking skills with attention to detail. Ability to design, format and/or modify complex documents accurately and in a timely manner. Experience with WorkLinks payroll system and Kronos/UKG time & attendance systems is an asset.
