Job Description:
  1. Plan, develop, implement and evaluate human resources and labor relations strategies, including policies, programs and procedures to meet the organization's resource needs.
  2. Inform employers and employees on the interpretation of policies relating to human resources, compensation, benefit plans and collective agreements.
  3. Negotiate collective agreements on behalf of employers or employees, act as mediator in labor disputes and grievances, and provide advice on employee relations and labor relations.
  4. Develop job classifications, job descriptions and salary scales, as well as competency measures and evaluation systems, and carry out the necessary research for this purpose.
  5. Plan and administer staffing and total compensation plans, as well as training and professional development, employee assistance, employment equity and affirmative action programs.
  6. Manage programs and update human resources information and related records management systems.
  7. Recruit staff and ensure their training.
  8. Coordinate the employee performance evaluation program.
  9. Conduct research on benefits, health and safety practices and recommend changes or modifications to existing policies.
  10. Other job-related tasks.
