This role acts as a central point of contact for high-level municipal affairs, helping to streamline workflows, manage strategic priorities, and ensure timely follow-up on corporate and Council matters. Working closely with the CAO, senior management, and key stakeholders, the Corporate Affairs Manager plays a vital role in promoting transparency, operational efficiency, and strong intergovernmental and community relationships.**Key Responsibilities:**Strategic & Corporate Support* Coordinate the implementation and monitoring of corporate initiatives and strategic priorities under the direction of the CAO.* Prepare briefing notes, reports, presentations, speeches and any required internal and external communications to support the CAO.* Prepare, review, proofread and edit reports and presentations to Council.* Conduct research and provide analysis on policy, governance, and emerging issues affecting the municipality.* Function as the principal gatekeeper and strategic steward of time, meticulously managing a complex and continuously evolving schedule while orchestrating critical, high-level meetings.* Exercise strategic foresight in time management, safeguarding the CAO’s attention with the utmost diligence, proactively anticipating forthcoming demands, and ensuring daily operations are executed with the precision.Interdepartmental Coordination* Facilitate communication and collaboration between departments on corporate initiatives and strategic projects.* Monitor project timelines and assist in tracking deliverables and outcomes.* Support issue resolution and help escalate matters for CAO involvement.* Be the partner of departments in aligning strategy, tactics and resources.Corporate Communications & Stakeholder Engagement* Draft and coordinate internal communications from the CAO’s office, including memos, updates, and announcements.* Assist with stakeholder engagement efforts and intergovernmental relations.* Support public relations or media coordination related to corporate initiatives in collaboration with the communications department.* Be a leader in developing and telling our story, including overseeing development and production of reporting as required.Administrative & Executive Support* Organize meetings, prepare agendas, take minutes, and track follow-ups.* Support the coordination and leadership of the corporate leadership team, including planning meetings, retreats, team development initiatives and organizing meals and refreshments as needed,* Lead or support special projects, committees and working groups.* Be the glue in developing and monitoring the strategic plan.Governance and Policy:* Monitor and advise on governance best practices, corporate policy, and procedural matters.* Ensure adherence to municipal policies, legislation, and corporate accountability standards.* Support the CAO in managing confidential matters, risk mitigation, and sensitive political issues.* Assist in the planning and execution of public consultations, community engagement initiatives and special events.**Qualifications:*** Bachelor’s degree in public administration, communications, business or related field from a recognized post secondary institute.* Possess excellent communications skills and sound judgement to provide strategic and tactical advice to support senior decision makers.* Five (5) years experience in a similar role, including experience in government (municipal, provincial or federal).* Equivalent combination of management, approved education, and experience may be considered.* Strong ability to edit and create concise, professional reports, graphics, briefings, announcements, etc.* Advanced skills in Microsoft Office software, Canva, Adobe Creative Suite.* Knowledge of municipal government structures, procedures, protocols.* Experience in handling highly sensitive material and information in a confidential and professional manner.* Proven ability to work independently with strong organizational skills, including the ability to prioritize workloads, multi-task, and work on concurrent assignments with strict deadlines.* Demonstrated political acuity and sound judgment to provide strategic and tactical advice and support to senior decision makers.* Strong interpersonal skills including the ability to work collaboratively and effectively with the public and other co-workers and staff.* A team-oriented spirit with demonstrated initiative, change management skills, and a strong attention to detail.* Ability to occasionally to travel from City buildings to other locations in the Niagara Region.* Ability to work some overtime when required for meetings, special projects or events.This is a full-time, non-unionized position working 35 hours a week and comes with a salary range of $111,374.02 - $130,291.85 (2026 rates) and a competitive Benefits package and Omers Pension Plan.Please apply with your cover letter and resume by 11:59pm on November 21, 2025.*Current employees - please apply using the Jobs Hub application in Workday.*We thank all those who apply but advise that only those applicants selected for an interview will be contacted.
