Duties Would you like to play an influential role in resolving major industrial relations disputes in Canada? This position is for you

As Regional Director of the Montréal office, you will ensure the smooth running of the Canada Industrial Relations Board (CIRB) Secretariat operations for Québec, the Atlantic provinces and Nunavut. We're looking for a dynamic and motivated expert mediator, capable of leading a team dedicated to the management and successful resolution of national, often high-profile, cases. You will be directly involved in industrial relations issues affecting the telecommunications, road, rail, sea and air transport sectors, including airports and seaports from Montreal to Newfoundland

As a member of senior management, you will contribute to the modernization of the CIRB's activities, following the expansion of its legislative mandate.

Key responsibilities of the position include:
  • Lead a team responsible for all files for Eastern Canada, in compliance with the Canada Labour Code and the Status of the Artist Act, including the supervision and mentoring of mediators and industrial relations officers.
  • Strategically assign files and act as Registrar appointed by the Chairperson to render certain decisions.
  • Formulate recommendations and interact with the Chairperson and other decision-makers on the most contentious files.
  • Produce and deliver presentations to various groups.
Work environment

The ATSSC is a 600+ employee department that is comprised of twelve (12) federal administrative tribunals whose mandates include industrial relations, human rights, social security, international trade, and more. The ATSSC was established to centralize the tribunals’ support services, while continuing to improve access to justice for Canadians.

CANADA INDUSTRIAL RELATIONS BOARD (CIRB)

The CIRB is responsible to resolve disputes and render decisions for the interpretation and administration of the rules of conduct that govern employees, labour and management under the Canada Labour Code, the Status of the Artist Act and the Wage Earner Protection Program Act. Their mandate is to contribute to and promote a harmonious industrial relations climate in the federally regulated sector and contribute to health and safety and labour standards in the workplace. As an employee of the ATSSC, you will be part of the secretariat that provides support and specialized services to the Board to support their mandate which includes the provision of dispute resolution services, legal services, registry services and communication services.

Intent of the process

The intent of the process is to staff 1 CBC/CBC position on an indeterminate basis.

A partially qualified pool will be created and may be used to staff similar positions with various linguistic requirements, classifications, tenures, locations, or security level. The pool will be primarily used to staff positions within the ATSSC but could be used by all federal organizations listed in Schedules I, IV and V of the Financial Administration Act (FAA). Graduation with a degree from a recognized university with acceptable specialization in industrial relations, law or any other specialty relevant to the position, or an acceptable combination of education, training and/or experience.

EXPERIENCE

EX1: Experience in case management, providing advice in labour relations or labour standards, or providing investigation and mediation services, with respect to complaints under Parts I, II or III of the Canada Labour Code.

EX2: Recent and significant experience in the application of mediation or negotiation principles and techniques.

  • Recent and significant experience means experience normally associated with the performance of duties over a period of 5 years within approximately the last 7 years.
