Human Resources Consultant

We are actively seeking Human Resources Consultants. The ideal candidates are senior Human Resources Consultants with a minimum of 5 years experience within the federal government.

The required services may include, but are not limited to the following:

  1. Human resource planning
  2. Recruitment
  3. Collective bargaining
  4. Training and development
  5. Organizational design and classification
  6. Pay and benefit administration
  7. Staffing and resourcing
  8. Performance management
  9. Official languages
  10. Employment equity and employee assistance programs

Additionally, the responsibilities include:

  1. Providing operational HR services
  2. Developing resourcing strategies linked to HR plans and job marketing strategy and tools
  3. Providing advice on and/or performing analysis of the HR strategic direction
  4. Assisting in the development of HR options, aligning and integrating the HR plans with the strategic direction of the organization's business plan
  5. Participating in the development of potential HR models and assisting in the implementation of HR requirements and a transition plan to meet HR needs
  6. Developing, implementing and providing advice on policies, programs and procedures regarding human resource services and programs
  7. Planning human resources in areas such as organizational development, organizational planning and design, human resources utilization, job analysis, performance planning, auditing and evaluating and forecasting
  8. Providing advice on and/or participating in the establishment of processes and HR systems support for human resources programs, services and activities
  9. Providing advice on and/or participating in the development of new programs for employees to retain career mobility
  10. Identifying policy needs/concerns and performing comparative analysis of policies
  11. Developing policies, procedures, guidelines and strategies
  12. Planning, developing, implementing and evaluating personnel and employee relations strategies
  13. Leading, participating in the conduct of organizational and central agencies monitoring and audit initiatives
  14. Planning and administering HR programs
  15. Conducting reviews and developing implementation strategies
  16. Developing training and information sessions on HR services
  17. Providing mentoring and coaching assistance
  18. Assisting in the development of HR strategies to meet business needs
  19. Assisting in the development of integrated business and human resources plan
  20. Developing and monitoring framework, conducting monitoring activities and preparing monitoring reports
  21. Developing, implementing HR related programs, framework and initiatives
  22. Evaluating programs and activities and reporting on lessons learned or making recommendations for the future
  23. Reviewing and proposing various organizational models
Desired Skills and Experience (must be clearly demonstrated in Resume/CV):
  • University Degree in a related field or a Certification and an appropriate combination of experience and expertise - a preference will be given to candidates with specializations in related fields;
  • A minimum of five (5) cumulative years for Intermediate and ten (10) cumulative years for Senior of demonstrated human resources experience, demonstrating the ability to provide client references for each project identified;
  • Expert level proficiency with MS Suite of tools including Word, Excel, and PowerPoint;
  • A minimum of five (5) years working with the Federal Government of Canada including departments and agencies;
  • The ability to provide copies of all Education, Certifications and Training for contract award purposes.
Security Clearance

Candidates must be eligible for a valid Government of Canada security clearance to a minimum of Level I - Enhanced Reliability. In order to meet this requirement, candidates must be Canadian Citizens, having lived in Canada for a minimum of five (5) years. Candidates residing outside of Canada or those who have not resided in Canada for a minimum of five (5) years will not be given consideration.
