  1. Plan, develop, implement and evaluate human resources policies and programs
  2. Advise managers and employees on the interpretation of human resources policies, benefit programs and collective agreements
  3. Train, direct and motivate staff
  4. Mediate labour disputes and grievances
  5. Plan, develop and implement recruitment strategies
  6. Research and prepare occupational classifications, job descriptions and salary scales
  7. Administer benefit employment equity and other human resources programs
  8. Manage contracts
  9. Co-ordinate employee performance and appraisal programs
  10. Oversee the analysis of employee data and information
  11. Research employee benefits and health and safety practices and recommend changes
  12. Oversee the preparation of reports
  13. Hire, train and supervise staff
  14. Negotiate collective agreements on behalf of employers or workers
  15. Oversee payroll administration
