Your Opportunity

The Associate Director, Development Review reports to the Director, Planning & Regulations / Strategic Initiatives & Partnerships (Director) and leads a multidisciplinary team on the day-to-day tasks and responsibilities involved in delivering CH’s development review programs and services (i.e., oversees the planning and permit review teams). The Associate Director is responsible for ensuring that CH’s planning and permit services are effectively and efficiently delivered in accordance with CH’s policies and procedures, as well as ensuring that CH’s strategic performance targets, service standards, annual work plan and reporting requirements are met. The Associate Director will troubleshoot complex or politically sensitive files using collaborative, solutions-oriented approaches. The position will provide expert advice and opinions on behalf of CH to proponents, municipalities, and other agencies, as well as at the Ontario Lands Tribunal or other tribunals. The position also supports the administration of Ontario Regulation 41/24 under the Conservation Authorities Act, including serving as the primary approval signing officer for permits and letters of permission that meet regulatory requirements.

This position is responsible for:

  • the overall management of the development review (i.e., planning and permitting) programs & teams;
  • annual business/work planning and cost recovery for planning and regulatory services;
  • staff recruitment, selection, supervision, training, development and retention;
  • maintaining service delivery standards, monitoring progress, and providing support towards meeting strategic objectives, initiatives, and activities in the corporate strategic plan; and
  • fostering positive working relationships and supporting a positive image of Conservation Halton with municipalities, agencies, and other stakeholders, such as the development and agricultural communities

The Associate Director supports the Director in nurturing an environment which motivates staff to achieve strategic and business results, providing excellence in customer service, developing and executing effective decision making, working as a streamlined and cohesive team, and maintaining a safe workplace.

Your Qualifications
  • Minimum of 8 years of related work experience and minimum 5 years in a leadership position
  • Degree in planning, geography, or related discipline; graduate or post-graduate degree considered an asset
  • Registered Professional Planner
  • Experience providing leadership to a multi-disciplinary matrix team
  • Training in dispute resolution/mediation
  • Project management and change management experience
  • Working knowledge of statutes and regulatory controls affecting land use planning and development, including the Conservation Authorities Act and Ontario Regulation 41/24, Planning Act, Provincial Policy Statement, Greenbelt Act and Greenbelt Plan, Niagara Escarpment Planning and Development Act and Niagara Escarpment Plan, and Environmental Assessment Act
  • Working knowledge of the Provincial Offences Act, Trespass to Property Act, court and legal procedures, and compliance and enforcement principles and practices
  • Knowledge of planning development and environmental processes, principles and implementing instruments
  • Strategic thinking, dispute resolution, research methods, problem solving, analytical, negotiation and organizational skills are required
