Senior Manager, Programs and Stakeholder Relations – Hire Immigrants Ottawa

Hire Immigrants Ottawa (HIO) is a community-wide initiative of United Way East Ontario that brings together employers, immigrant serving organizations and stakeholders to enhance employers’ ability to access the talents of skilled immigrants in the Ottawa region. The initiative was launched in 2006 as a response to a growing need to identify and address barriers and challenges employers face in attracting, hiring and integrating skilled immigrants into the labour force.

Position Summary:

Reporting to the Director HIO, the Senior Manager, Programs and Stakeholder Relations plays a key role in leading efforts to engage and support employers in building capacity for the effective hiring and integration of immigrants into the local labour force. The incumbent will oversee the development and implementation of programs and initiatives tailored to the needs of employers, while also fostering strong relationships with employers, stakeholders and community partners.

This is a hybrid position, with a commitment of two days a week onsite.

Responsibilities:

Program Development and Implementation:

  • Lead the design and implementation of programs and workshops targeted at building the capacity of employers to effectively hire and integrate immigrant talent.
  • Identify new opportunities for program expansion and development to meet the evolving needs of employers.
  • Facilitate employer and stakeholder learning events and meetings.

Employer Engagement and Support:

  • Develop and implement strategies to outreach and engage employers in initiatives focused on hiring and integrating immigrants into their workforce.
  • Provide expert guidance and resources to employers on best practices for immigrant recruitment, onboarding, and retention.
  • Lead consultations and employer needs assessments to design or customize support services, programs and resources.

Stakeholder Relationship Management:

  • Cultivate and maintain relationships with employers, industry and business associations, and other key stakeholders and partners to further HIO’s mandate.
  • Develop a strategy to identify, recruit, orient, and engage senior executives to the Employer Council of Champions and senior HR representatives/stakeholders to the employer working group.
  • Identify partnership opportunities to enhance employer engagement and support initiatives.
  • Liaise with immigrant serving organizations to facilitate joint events and networks of connection between employers and immigrant job seekers.

Strategic Planning and Reporting:

  • Contribute to HIO’s strategic planning, with a specific focus on program development, employer outreach, engagement and capacity-building.
  • Prepare regular reports and updates on employer engagement activities, program effectiveness, and outcomes to funders as required.
  • Contribute to the development of grant proposals to funders based on emerging needs and opportunities.
  • Research, write and prepare relevant research documents and reports for both internal and external distribution. 

Advocacy and Representation:

  • Represent HIO and deliver presentations at employer-focused events, forums, and industry conferences to promote HIO programs and the benefits of immigrant integration in the workforce.
  • Advocate for policies and practices that support inclusive hiring and integration of immigrants into the workplace.
  • Other duties may be assigned.

Qualifications:

  • University degree in public administration/policy and/or equivalent experience in a relevant field of study.
  • Minimum of five years progressive experience in project management, workforce development and maintaining collaborative networks or related roles.
  • Strong project management skills, with the ability to plan, execute, and evaluate programs effectively.
  • Proven experience in program and proposal development, strategic planning, strong research and analytical skills.
  • Demonstrated experience working with diverse or marginalized communities in workforce development or related issues.
  • Demonstrated relationship management skills and experience working with multi-stakeholders including corporate, public sector and community.
  • Strong interpersonal, facilitation and presentation skills.
  • Strong written and oral communication skills in English. Candidates who can also work in French is an asset but not mandatory.
  • Ability to work independently, as part of a team and collaboratively with multiple stakeholders.
  • Proven good judgement and superior problem-solving skills and attention to detail.
  • Strong organizational and time management skills, an ability to take initiative, set priorities, and manage a busy workload.
  • Experience/familiarity with initiatives related to eliminating discrimination, promoting diversity, equity, inclusion and facilitating safe work environments is an asset.
  • Proficiency in the use of computers and software applications including Microsoft Office suite.
