ORGANIZATIONAL BACKGROUND

The Mental Health Commission of Canada (MHCC) is a non-profit organization created to focus national attention on mental health issues and to work to improve the health and social outcomes of people living with mental illness.

The Commission is seen as a leader nationally and internationally in several areas. Building upon the work done to date, the core mandate, and the unique position of the Commission, and guided by Changing Directions Changing Lives: The Mental Health Strategy for Canada, the Commission will focus in the areas of substance use, suicide prevention, population-based initiatives, and engagement. This prioritization will enable the Commission to be successful in meeting its mandate, staying focused, and having a measurable impact for those living with mental illness and their families and caregivers.


POSITION OVERVIEW

The Director of Information Technology oversees the development, implementation, and use of technology throughout the Commission. Areas of responsibilities include the full range of information systems and audio-visual telecommunications activities, including determining user requirements, recommending practical solutions, and leading Commission wide efforts to improve the effective use of technology. The Director reports to the Vice President of Corporate Services and is responsible for the management and supervision of the Information Technology Department employees. In addition, the Director provides relationship and contract management for information technology suppliers of goods and services.


DUTIES & RESPONSIBILITIES

  • Develop an IT roadmap and execution plan for senior management which will enable MHCC long term goals and mitigate enterprise-wide strategic and operational risk.
  • Evaluate the cyber and infrastructure risk, develop a plan to address any gaps identified and execute key components of the plan.
  • Develop a corporate inventory (software, hardware, licenses) list.
  • Develop and/or update documentation including IT related policies, guidelines and standard operating procedures as required.
  • Oversee all technology operations (e.g. network security) and evaluate them according to established goals.
  • Devise and establish IT systems to support the implementation of strategies set by senior management and increase efficiencies.
  • Analyze the business requirements of all departments to determine their technology needs, including the newly created social enterprise operations of the organization.
  • Evaluate and determine the team structure to enable long term goals.
  • Control budget and report on expenditures.
  • Participate in the implementation of our hybrid work plan, with a focus on changes and upgrades to IM/IT and facilities or infrastructure.
  • Determine an execution plan to make our office space more collaborative and inviting.
  • Plan and oversee building work/renovation.
  • Allocate and manage office space and oversee office clean-up, parking services, office access, repairs and maintenance work by working with departmental teams and building's landlord.
  • Manage Reception/Office Administration
  • Project manage large scale corporate initiatives.
  • Provide direction, guidance, and training to IT and facility staff.
  • Demonstrate leadership competencies to deliver, inspire, connect and transform at a senior management level.
  • Be a champion of change and innovation with positive results.
  • Provide strategic and technical leadership to two (2) direct reports in managing the development, implementation, enhancement, maintenance and integration of project deliverables.


SKILLS & EXPERIENCE

  • Minimum of 12 years’ IT experience, and demonstrated progressive experience in leadership, strategic planning, change management and planning and project management.
  • Demonstrated experience as IT Director or similar role.
  • Experience in analysis, implementation and evaluation of IT systems and their specifications.
  • Sound understanding of computer systems (hardware/software), networks etc.
  • Demonstrated ability to manage internal customer service issues.
  • Experience in controlling information technology budget.
  • Excellent leadership and decision-making skills.
  • Strong interpersonal skills and ability to effectively communicate with teams across the entire organization.
  • Experience managing a hybrid team
  • Strong knowledge of project management principles.


QUALIFICATIONS

  • Requires Bachelor’s degree in Information Technology, Information Systems, or twelve years’ equivalent experience may be recognized.
  • Minimum Five years’ experience managing, with at least 3 years’ directing, an IT Department and team, including LAN and WAN, office automation and business application systems, audio-visual equipment, wireless technology, cloud computing technology and social media.
  • MCSE and CCNA certifications preferred.
  • Bilingualism in both official languages is an asset.
  • Training in project management is an asset.

PHYSICAL/COGNITIVE DEMANDS

Moderate periods of time spent in meeting type settings.

  • Extended visual requirements (5 plus hours) due to computer related work.
  • Extended periods of time spent in sitting position (computer work, meetings etc. 5 plus hours).
  • High requirement for multi-tasking and effectively dividing attention to numerous duties and responsibilities within a fast-paced environment.
  • High degree of concentration required.
  • Highly attentive to details.
  • Low level exposure to extended travel requirements (up to 5% and greater at times).
  • Moderate level exposure to workday extending beyond 7.5 hours.
  • High analytical, problem solving and interpretive requirements.
  • Ability to lift up to 30 lbs may be required to move, set-up, receive, prepare and/or ship IT equipment.
  • Must be comfortable working in open space and/or virtual environments.
  • Moderate exposure to electric currents (server room and communications closets)
  • Must be able to work remotely and at the office effectively; including the availability of reliable internet and working environment (desk, chair etc.) when working remotely; please note that the Commission does not reimburse for internet, utilities or other home office type expenses including desks, chairs etc.
