Job Summary:


Reporting to the Director,Employee Records & Benefits (ERB), the Manager, Employee Records & Benefits ("Manager") is accountable for leading and delivering BCCSS ERB services efficiently, on-time and within budget to PHC, PHSA, and VCH.

The Manager provides leadership and direction on policy, procedures, process development and implementation; leads the coordination of records management and benefits administration for ERB's clients; and ensures the accuracy of employee records.

The Manager identifies and leads system improvement opportunities related to their functional areas; hires, manages, and terminates (when required) ERB staff including building team competence and problem solving capacity; identifies system support requirements; and

develops and monitors performance management indicators and standards to ensure the delivery of appropriate, effective, efficient, and timely customer service.


Duties/Accountabilities:

  • Manages staff within functional areas which include hiring/firing, training/development, managing work
assignments/work load, coaching/mentoring, and overall performance management which involves goal
setting, ongoing monitoring and formal performance reviews.

  • Continually evaluates operational processes through a review of current methods and procedures and
makes recommendations for improvements as required. Leads process improvement work within functional
areas.

  • Evaluates the department's ability to measure and improve cost effectiveness by promoting efficient and
effective utilization of allocated resources; fosters conditions for team effectiveness; promotes, assesses
and improves staff productivity; develops and monitors efficiency standards, indicators, benchmarks and
workload measurement standards.

  • Develops short and long term objectives to guide the activities of ERB functional streams and ensures the
objectives are in alignment with Financial and Employee Services and BCCSS goals.

  • Ensures compliance with company policies, collective agreements, government requirements and
legislation.

  • Manages the administration of benefit enrollments, changes and terminations, and bi-weekly processing
and audits; ensures all timelines are met for ERB and Payroll cut-off.

  • Formulates, interprets, and accurately applies benefit carrier and collective agreement rules.

Qualifications:

  • A level of education, training and experience equivalent to a Degree in Human Resource Management,
Business Administration, or a related discipline plus five to seven years of recent related
experience in a large complex organization with at least four (4) years in a managerial position.

  • Comprehensive knowledge of applicable HR and benefit principles including legislation, and relevant
collective agreements.

  • Knowledge of the healthcare field and its business needs are a definite asset as is outsourcing/shared
services experience.

  • Demonstrated ability to be successful in a complex, multi-client environment and to drive change in a
change resistant environment.

  • Demonstrated ability to coach, develop, influence and motivate others. Ability to provide strong
operational leadership.

  • Able to make timely decisions and take action within area of accountability.
  • Demonstrated ability to lead through vision and inspiration.
  • Strong ability to achieve results through innovation, continuous improvement and creative use of
resources.

  • Demonstrated ability to manage multiple priorities, audits and reporting requirements.
  • Excellent communication skills including the ability to manage conflict, influence cross boundaries and
flex style and message depending on audience.
