Summary:

To provide administration and oversight of funding programs, service contracts, grants of social services initiatives, and participating in the design, implementation and delivery of various funding programs for the City of Toronto and provide agency support in relation to same.

Major Responsibilities:

  • Leads the delivery of funding programs and/or initiatives according to Divisional needs, taking on contract management responsibility for project development and delivery. Prepares program requirements, purpose, application forms and guidelines, reporting protocols and risk management frameworks appropriate to various types of funding programs
  • Prepares information for annual budget submissions and ensures program policies and procedures are consistent with Council grants policy and grants administration guidelines, Toronto Shelter Standards and contracts with third party funders such as provincial and federal governments
  • Prepares in consultation with the Management Team, public information for potential applicants, current recipients of funding programs and Council. Develops understanding of new service sectors to ensure their comprehensive access to information on City programs. Communicates program criteria through public meetings and consultations to ensure applicant preparedness for the process and well targeted applications
  • Participates in designing and implementing appropriate funding submission processes, including web-based access to information, on-line application processes, data management and mailing list protocols.
  • Develops information management tools including databases, review forms and client surveys. Trains section staff in use of tools as required. Ensures processes comply with current legislative requirements, Corporate requirements, program information needs and appropriate practices
  • Identifies appropriate funding recommendations for funding agencies, including funding levels, payment schedules, performance conditions and risk management considerations for individual applicants. Provides input into overall program funding recommendations within the approved budget.
  • Provides written and verbal information on funding requests and recommendations for Council, applicants and the public. Prepares approval letters for funding submissions and completes various reports
  • Monitors service provision and ensures that funded agencies, shelters and other 24 hour services are in compliance with grant agreements, contract requirements and other similar agreements, shelter, respite and other standards, guidelines and relevant regulations.
  • Conducts regular site-visits, operational reviews and other reviews. Identifies service providers that require additional support and program oversight. Works with providers, appropriate agencies, and relevant City Divisions to remedy service provision concerns and to ensure contract/program compliance, where compliance is an issue ranging from minor non-compliance to complex community issues which require the development and implementation of multi-stakeholder, multi-staged, complicated strategies within a politically sensitive environment
  • Works with providers to support and build capacity within drop-ins, outreach and support services, shelter, respite and other 24 hour operations, supply performance management and statistical information. Monitors performance of funding recipients, including ensuring timely receipt of reporting requirements, analysis of submitted reports, feedback to recipients on performance, and developing and facilitating improvements to performance
  • Assists community agencies to build capacity by providing advice and support in a wide variety of areas including: organization governance, financial operations, building maintenance and construction, funding requirements, program development and delivery, community development, client needs, human resource management, access and equity policies, community engagement, operational policies and strategic planning
  • Represents the Division or the City in meetings and initiatives with other funders, community stakeholders and other levels of government. Participates in panels, speaks at workshops and/or conferences, conducts workshops and facilitates discussions on topics related to grant-making in general or social development funding programs
  • Receives, tracks and supports resolution of complaints. Responds to all inquiries about funding program criteria and practices in order to address client questions and build public understanding of the municipal role in funding
  • Participates in and/or leads funding or service related processes, including needs assessments, information gathering, community engagement activities, service area reviews, environmental scans, surveys and consultations, working with Division staff, staff of other Divisions, external partners, community services providers, elected officials, politicians and other public and private sector stakeholders. Conducts on site visits to undertake research/analysis with community organizations as necessary
  • Assists in the review and development of new services, policy directions and standards, as well as the relocation, renovation, wind-down and/or replacement of existing services to ensure effective service delivery in the Division
  • Undertakes analysis, community consultation and other relevant action necessary to develop and recommend funding priorities for programs to respond to community needs and Council priorities. Works with other City Divisions and funding programs to strengthen City funding policies and programs. Identifies long-term funding issues
  • Recommends policies/procedures regarding program specific requirements, City-wide program performance and delivery standards, and develops and implements processes to ensure programs are consistent with Council, Corporate and Divisional requirements, as well as requirements of other orders of government
  • Provides input into and administers assigned budgets, using various computer applications, spreadsheets, database programs, ensuring that expenditures are controlled and maintained within approved budget/contract limitations
  • Assist in analysis of operational/policy, develops strategies, initiates public consultation. Ensures appropriate information dissemination and/or briefings to Manager and/or Senior Management, Access to housing staff and the public
  • Collects, analyzes, evaluates and interprets information/findings to develop recommendations for improvement to Divisional projects, operating procedures, and policies Provides leadership to staff and/or junior staff, including summer/placement students, with respect to managing specific projects and types of applications

Key Qualifications:

Your application must describe your qualifications as they relate to:

  1. Post-secondary education in a related discipline combined with relevant experience or equivalent combination of education and experience.
  2. Considerable experience in funding administration.
  3. Considerable experience in financial analysis as it pertains to non-profit budgeting, accounting, financial statements, audits and program compliance requirements.
  4. Experience developing, interpreting, implementing and ensuring compliance with contracts and agreements.
  5. Experience conducting research and producing effective reports and recommendations to support policy analysis and decision making.
