Our Parks & Environment, Air Quality and Climate Action Services Department is seeking an Air Quality Planner to develop and implement policies, strategies, programs, and initiatives to improve air quality and reduce greenhouse emissions in the region. This is a job share position that requires considerable independence of judgement and action in carrying out assignments, and collaboratively discussing complex policy matters with cross-departmental staff and external stakeholders, under the direction of senior staff.
You are a university graduate with considerable knowledge of air quality and climate change planning, as well as a quick learner, consensus builder, and strategic thinker. You possess excellent verbal and written communication skills, attention to detail, and a proven ability to organize and prioritize a complex set of projects to produce multiple time-sensitive deliverables in a collaborative team environment.
This role involves:
- Developing and preparing policy proposals and information documents on regional and local air quality, greenhouse gas reduction, climate change impacts, and energy, related to transportation, residential and commercial buildings, industry, and other sources.
- Developing strategies, plans, and programs related to air quality and climate action planning to prevent or reduce unacceptable air quality conditions and implementing related projects.
- Leading outreach and communication initiatives, including development of materials to build awareness and understanding among stakeholders and the public on air quality and climate change issues.
- Conducting and/or directing consultants engaged in technical research and analyses of policy proposals and programs specifically related to regional and local air quality, emission control, greenhouse gas reduction and climate change impacts, and energy issues.
- Liaising with various internal and external contacts concerned with air quality and climate action planning, issues and trends.
- Representing the department to provide technical and professional advice on policy, goals and objectives, and regulations as they relate to air quality and climate action planning and related issues.
- Preparing and delivering presentations related to the work performed.
- Directing the work of consultants and technical and professional staff engaged in projects.
To be successful, you have:
- University graduation in Resource or Environmental Management, Regional or Urban Planning, or a similar relevant discipline at the Masters level and sound related experience, OR an equivalent combination of training and experience.
- Membership or eligibility for membership in the Planning Institute of British Columbia.
- Considerable knowledge of the principles, practices, techniques, methods and procedures applicable to air quality and climate action planning.
- Considerable knowledge of the bylaws and legislation related to air quality and climate policy and action planning performed and of applicable departmental objectives, policies, rules and regulations.
- Considerable knowledge of air contaminant emissions control program design and administration related to the work performed.
- Considerable knowledge of air quality modeling principles, practices, techniques and current technological developments in computer software related to the work performed.
- Ability to develop and prepare policy proposals, plans and programs to reduce or control air emissions and enhance air quality.
- Ability to perform research studies and analyses, to develop regional and local air quality and emission scenarios and prepare comprehensive reports.
- Ability to establish and maintain effective working relationships with internal and external contacts and to represent the department on a variety of committees, tasks forces and working groups.
- Ability to perform professional planning work with minimal supervision.
- Ability to assign and supervise the work of one or more subordinates engaged in technical and professional project work and to direct the work of consultants.
