Project Manager, Infrastructure Delivery

Position Summary
Reporting to the Manager, Design & Construction, the Project Manager, Infrastructure Delivery will manage the design and construction of parks and open space projects from conception to completion. You will apply design principles and technical skills to the research, planning, arrangement and management of natural, cultural and built landscapes within the City.
Key Duties and Responsibilities
- Collect, review and evaluate background information
- Liaise with internal and external stakeholders to identify and define project requirements
- Prepare project schedule that coordinates all activities of the project from inception to completion
- Prepare terms of reference and RFPs for consultant services, and engage them to perform the work
- Conduct a site visit and complete site inventory and analysis
- Assess project area context and program requirements to develop design concept
- Manage and supervise the multi-disciplinary team of internal staff and external consultants throughout all aspects of the project
- Prepare and review conceptual and detailed design drawings, and prepare and refine cost estimates throughout the design process as necessary
- Create design presentation drawings for public open house, and respond to enquiries as required from residents and Council
- Monitor project progress, modify to meet the project requirements, and manage change and issues
- Prepare and review detailed construction drawings and technical specifications
- Manage all aspects of the design process for conformance to plan, and applicable standards, statutes, regulations, codes, and by-laws
- Obtain regulatory approvals and permits as required
- Finalize construction drawings, cost, and specifications for Tender
- Respond to all project enquiries throughout Tender process and issue addendums as appropriate
- Review and analyze tender results and recommend contract award or acquisition to Management and Council
- Manage all aspects of the construction process and act as the City's Contract Administrator
- Mitigate and resolve claims, disputes, performance issues, and interpret the contract
- Manage site inspection to ensure conformance to plan, with the authority to reject any work that is deemed defective or non-conforming
- Maintain compliance with budget, schedule, safety and quality requirements
- Prepare and authorize payment certificates and invoices
- Negotiate and recommend changes
- Manage warranty repairs and final completion
- Administer various technical studies regarding park and open space design and construction
- Maintain asset inventory and lifecycle databases
- Update records for development charges and service levels
- Write, review, and maintain standard forms, technical specifications, drawing details, drawing standards and templates
