Job Description:

The general accountabilities of this role include but are not limited to the following:

  1. Own, lead and oversee governance development, implementation and maintenance of key AML Program governance processes such as policy exemptions/exceptions, CAMLO and GAML Dept Mandates, GAML Document Governance Standards, among others.
  2. Provide guidance on governance frameworks and program requirements.
  3. Lead/manage all requests for information related to the AML Program that are required externally.
  4. Lead/manage team reporting activities required for governance committees, senior management and the Board/Board Committees.
  5. Lead/manage team reporting activities required for enterprise risk function including risk appetite statements and measures, risk profiling, among others.
  6. Maintain the calendar of deliverables for the entire function.
  7. Lead and manage the procedures and job aids for the function and ensure adherence to documented procedures.
  8. Develop and produce metrics for the function and as requested.
  9. Contribute to the strategy and long-term planning activities for Financial Crimes Risk Management.
  10. Foster a continuous improvement and propose enhancements.
  11. Participate in projects representing the department and/or governance requirements.
  12. Work with executive team, senior business management/partners to develop proactive strategies, tactics, policies and programs to effectively manage AML program governance activities.
  13. Analyze and report information on program related activities.
  14. Contribute to Department strategic planning process to achieve goals.
  15. Other duties, as assigned.
  16. Lead, develop and oversee the work of a dynamic team of professionals who develop FCRM frameworks, policies, standards and provide oversight, expert policy/regulatory guidance and advice related to specialized domains of TD's AML/ATF/Sanctions/ABAC programs.
  17. Provide strategic and day to day direction on a broad and diverse range of complex FCRM program activities.
  18. Oversee the timely execution of periodic and/or event driven reviews using a risk-based approach to align with policy and regulatory requirements.
  19. Serve as primary escalation point for significant matters/exceptions.
  20. Coordinate with internal and external stakeholders to provide necessary documentation and support during audits and examinations.
  21. Oversee a function of enterprise AML Program professionals providing oversight and control related advisory services to GAML partners.
  22. Provide strategic direction on a broad and diverse range of complex global AML program activities.
  23. Develop GAML enterprise-wide frameworks, policies, standards, procedures in coordination with management in line with TD's AML Program.
  24. Work with executive team, senior business management/partners to develop proactive strategies, tactics, policies and programs to effectively manage regulatory/compliance issues.
  25. Contribute to the development and implementation of enterprise AML programs related to all aspects of AML legislation.
  26. Meet with business (GAML) partners and leaders to determine AML strategies and compliance culture.
  27. Take corrective action and recommend or implement changes to procedures, as required.
  28. Lead role in managing and in responding to periodic exams/audits and various regulatory bodies related to accountabilities.
  29. Participate in/lead enterprise-wide or GAML-focused special projects.
  30. Oversee research, development and implementation of new processes, technologies or operating models.
  31. Work autonomously as the leader of the team and assist with development of group policies and approval of procedures.
  32. Provide guidance, leadership, coaching and development to ensure operational results and professional/personal development objectives are achieved.
  33. Protect the interests of the organization – identify and manage risks, and ensure the prompt and thorough resolution of escalated non-standard, high-risk issues.
  34. Work closely with executive management team to support the development of business plans, ensuring the optimal use of resources.
  35. Plan and execute on strategic activities, review and communicate results, and adjust tactics accordingly.
  36. May manage overall budget, revenue and expenditures, meet business objectives while increasing efficiency and effectiveness.
  37. Provide mentorship to direct reports; and assume responsibility to minimize operational and regulatory risk by complying with Bank Code of Conduct.
  38. Keep abreast of emerging issues, trends, and evolving regulatory requirements.
  39. Prepare detailed reports and presentations for senior management and regulatory authorities.
  40. Contribute to the development of the business plan and operationalize the plan and deliver on assigned service or functionality.
  41. Proactively identify key business opportunities, research and recommend enhancements/modifications.
  42. Understand TDBG issues/parameters and guide others to protect the reputation and interest of TDBG.
  43. Ensure employees are building and enhancing their AML knowledge and expertise.
  44. Maintain a culture of risk management and control, supported by effective processes in alignment with risk appetite.
  45. Lead relationships with corporate and/or functions to ensure alignment with enterprise and/or regulatory requirements.
  46. Lead or contribute to cross-functional/enterprise initiatives as an organizational or subject matter expert.
  47. Coordinate and support team and business (GAML) partner AML related activities, as necessary.
  48. Responsible for management of the overall team providing both leadership and guidance.
  49. Contribute to the development of GAML functional strategic priorities within their operational area or field of specialty.
  50. Develops annual and/or long-term plans for own area and influences plans well beyond area managed.
  51. Provide thought leadership and/or industry knowledge for own area of expertise.
  52. Grow team expertise to align with GAML/enterprise demand and direction.
  53. Lead and develop a high performing team of professional GAML resources through talent acquisition, coaching/development and recognition.
  54. Create and foster a cohesive team and promote a positive work environment.
  55. Lead the process of setting performance objectives for the team; track, monitor and effectively address and/or reward performance in a timely manner.
  56. Manage employees in compliance with all human resources policies, procedures and guidelines of conduct.
  57. Share knowledge, information, skills, and subject matter expertise among the team.
  58. Support an environment where the team freely escalates business challenges.
  59. Recruit for all hires to ensure a highly diverse, qualified workforce.
  60. Establish and foster a cohesive team; promote a fair and equitable environment that supports a diverse workforce.
  61. Act as a brand ambassador for the function and the bank, both internally and/or externally.
  62. Provides people management leadership by hiring the best talent, setting goals, developing staff, managing employee performance and compensation decisions.
  63. Oversee and lead a highly complex, and/or diverse function for an area of significant risk, or scope.
  64. Strategic partner to leadership team on the management of the portfolio and financials.
  65. Facilitate key strategic discussions and provide thought leadership to executive audience.
  66. Set operational team direction and collaborate with others to execute on common goals.
  67. Focus on longer-range planning for functional area.

EXPERIENCE AND / OR EDUCATION

Undergraduate Degree or equivalent professional work experience.

10+ years of experience.
