Under the direction of the Acquisitions and Disposals Manager, the Senior Real Estate Officer is responsible for managing the real estate requirements on behalf of a variety of internal municipal clients. The position requires strong negotiation skills and business acumen. This position deals with complex real estate transactions and requires a comprehensive knowledge of real estate principles, development, finance, valuation and planning.

In this position, the Senior Real Estate Officer will oversee projects requiring a high degree of risk management and exceptional skills in project management and communications. The Senior Real Estate Officer will provide leadership in the implementation and continued development of a successful municipal real estate service model for Halifax Regional Municipality.

QUALIFICATIONS

Education and Experience:

  • Undergraduate degree in Business Administration, Commerce, or related discipline;
  • Professional designation in real property appraisal (CRA or AACI) or a graduate degree in Business Administration, related graduate degree focused in real estate, or combination of education and related real estate experience.
  • A minimum of five (5) years related experience, municipal or institutional environment preferred;
  • Proven record of progressive experience in real estate property development, management, sales or leasing.

Technical / Job Specific Knowledge and Abilities:

  • Maintains current information and working knowledge of property values and market trends;
  • Knowledge of HRM development bylaws and regulations and their implications for property transactions;
  • Knowledge of expropriation law and other Nova Scotia laws pertaining to real estate transactions;
  • Knowledge of general real property law; real estate practices and principles, including leasing principles, appraisal techniques and negotiation procedures;
  • Knowledge of HRM policies and procedures, federal, provincial and municipal legislation related to the acquisition and disposition of real property;
  • Knowledge of legal/survey documentation as associated with real estate matters;
  • Knowledge of general site development costs;
  • Highly developed negotiation and selling skills;
  • Demonstrated ability to provide mediation between competing interests;
  • Strong proficiency in utilizing personal computers and software systems, including Microsoft Suite (Word, Excel, Outlook), Real Property Databases, (i.e.: N.S. Property Online, GIS, DMS/Multiple Listing Service and other applications as required.

Security Clearance Requirements: Applicants may be required to complete an employment security screening check.
