SUMMARY OF THE POSITION

Reporting to the Assistant Director of surveillance, evaluation, research and communication (SERC), the incumbent is responsible for the management of the research office. She/he is contributing to its planning and ensuring its organization, implementation, control and reporting. The incumbent is also in charge of providing support and advice to managers and employees on the formal process of conducting research within the organization.

SPECIFIC FUNCTIONS

  • Manage the responsibilities, as well as the personnel, under the Research Office;
  • Supervise all activities carried out by the Research Office;
  • Administer and analyse all research projects under the auspices of the CBHSSJB, through the research office, in collaboration with the relevant committees;
  • Consult within the CBHSSJB and, depending on the project, with Eeyou communities and external partners, to determine whether a proposed project is relevant, meaningful, culturally safe and supported by its key stakeholders;
  • Ensure coherence between the different components of the research project, as well as the use of a methodological framework that is appropriate to the context;
  • Consult within the CBHSSJB to determine whether a proposed project is research, quality improvement, or an internal evaluation, and decide on the best strategy needed to carry out the proposed project;
  • Support the approval and follow research projects to their conclusions, including ensuring termination is carried out (e.g. data destruction once research activities are finished);
  • Ensure all the steps of the research process are conducted in collaboration with the appropriate committee (ethical approval, research agreement, knowledge transfer plan );
  • Ensure all the steps of the research process and its activities are done respecting the ethical approval, the research agreement and the knowledge transfer planning;
  • Ensure that the knowledge produced by research projects is transferred back to the knowledge users and to the communities;
  • Lead the visioning work for an approach to research which embeds OCAP principles in each procedure and process;
  • Lead the meetings of the Research Office, and work collaboratively to plan for the meetings and follow up on decisions made by the group;
  • Present work of the research office internally within the CBHSSJB (e.g. Research Governance Committee) and to external partners (e.g. Key stakeholders, communities and universities);
  • Develop and provide training on indigenous research best practices;
  • Liaise with researchers and community partners in Eeyou Istchee to assist with research logistics (e.g. data collection);
  • Liaise with stakeholders, institutions, and internal departments within the CBHSSJB.

REQUIREMENT

Education

  • Master degree in a relevant health or social services field.

AND

  • A Bachelor degree in a relevant health or social services field.
Experience

  • Five (5) years of experience in the domain.
Knowledge and abilities

  • Good knowledge of the Ministry of Health and Social Services of Quebec (MSSS) and Quebec Public Health programs, laws, regulations, the RUIS Network, orientations and trends especially for public health surveillance, protection, promotion and prevention;
  • Good knowledge of public health current issues and trends, and program planning and supervision, including the development of policies and programs, and quality assurance systems;
  • Knowledge of the strategic management, integrated programming, professional and organizational interdependence, information management, and evaluation;
  • Indepth knowledge of Ownership, Control, Access, and Possession of Indigenous data (OCAP principles) and participatory research with Indigenous communities;
  • Good knowledge of health and social services research issues and literatures;
  • Good knowledge of qualitative and quantitative research methodologies;
  • Good knowledge of public health communication needs and approaches;
  • Knowledge of Nishiiyuu Miyupimaatisiiun(traditional methods) healing practices is an asset;
  • Good record in an appropriate hierarchical level management position in health or social services;
  • Good record in human, financial, and information resources management;
  • Excellent critical thinking, planning and organizational skills as applied to planning;
  • Resultsoriented, autonomous, flexible, and ability to multitask;
  • Ability to both manage the planning and development of new programs, and the maintenance and quality assurance of existing programs;
  • Excellent interpersonal communication, leadership and respectful teamwork skills;
  • Excellent communication skills, both for written and oral presentations;
  • Ability to effectively collaborate with all colleagues, as a team member and team leader;
  • Knowledge of Cree culture is an asset.

LANGUAGE

  • Fluent in English;
  • Fluency in Cree or French in an asset;
  • Ability to read French is an asset.
