Position Summary


The Evaluation and Measurement Analyst is responsible for proactively monitoring and evaluating performance of programs and services offered by the SCPCN.

This includes development and timely reporting of KPIs and performance scorecards for the Senior Leadership Team (SLT), working with the Primary Care Services (PCS) managers and Information Management (IM) team to create meaningful dashboards and visualizations based on program data, and enabling the Medical Home teams in capturing data to support member Physicians and the Alberta Health Report requirements.

This role also supports operational evaluation initiatives including tool selection and development, data collection and management, statistical analysis, and reporting.

The Evaluation and Measurement Analyst also supports IM/IT projects.

Success in this role requires collaboration with stakeholders across all areas of the organization including Primary Care Services, IM/IT, Medical Home teams, and member Physicians.

SCPCN seeks to create predictive data driven models regarding the patient population in South Calgary. This will inform an evidence base for developing programs and service decisions for cohorts of patients.

What Does the Role Do?

Industry Research & Best Practices:

  • Support the Manager, Information Management, in process development and standardization.
  • Review literature and research to select measurement tools.

Operational:

  • Proactively monitor operational performance data and develop forecasting and whatif models to alert clinical and administrative teams of potential future operational issues and trends.
  • Support department evaluation initiatives.
  • Design and create surveys that can be deployed for virtual and inperson workshops.
  • Manage data collection and storage with considerations for privacy and ethics.
  • Conduct meaningful descriptive, diagnostic, and predictive analytics to support program monitoring and business planning. This includes a mix of quantitative and qualitative data.
Assist in troubleshooting data uploads and identifying data quality issues.

  • Develop strong working relationships with teams across the organization (Primary Care, Medical Home, IT/IM, Finance, and HR) to facilitate engagement and understanding of data to support decision making.
  • Develop knowledge translation processes including communication plans and reports to synthesize and disseminate findings in a timely and clear manner, tailored to the needs of the program manager.
  • Assess stakeholders' satisfaction with and understanding of the findings and outcomes.
  • Assist in completing the evaluation section of Alberta Health annual reports.
  • Assist the clinical and IM/IT teams in identifying data quality issues and finding solutions.
  • Support the Medical Home teams in collecting data for member physicians and Alberta Health requirements.

Projects & Initiatives:

  • Facilitate development and timely reporting of KPIs and performance scorecards for the SLT.
  • Develop and maintain departmental operational reports and dashboards.
  • Support IM/IT projects.
  • Collaborate with IM/IT teams to optimize the organizational information infrastructure (data warehouse).

General:

Who Should Apply?

  • Bachelor's degree in evaluation design and methodology, epidemiology, biostatistics, social sciences, applied research, or a comparable discipline with a mix of quantitative and qualitative health information analysis.
  • Credentialed Evaluator designation would be an asset.
  • 35 years' experience in evaluation, applied research, and/or statistical data modelling.
  • Proficient with Microsoft Excel and statistical analytical tools (e.g., SPSS, NVivo).
  • Experience conducting descriptive, diagnostic, and predictive analytics.
  • Experience developing KPIs and performance scorecards.
  • Experience working with a Relational Database Management System (RDBMS) & SQL scripting.
  • Experience collecting and protecting confidential patient data.
  • Experience with survey development tools (KeySurvey) an asset.
  • Experience with Business Intelligence (BI) and visualization tools (Qlik Sense, QlikView) an asset.
  • Experience working with healthcare data and large datasets is an asset.
  • Familiarity with project and change management methodologies an asset.
