The Department of Municipal Affairs and Housing is dedicated to working with municipalities to build healthy, vibrant, and safe communities throughout Nova Scotia, and ensuring the availability of safe, suitable, and affordable housing for all Nova Scotians.

The Housing Branch of the Department of Municipal Affairs and Housing is hiring for the Executive Director of Housing Acceleration and Performance.

You will achieve this through the creation of strategic policies, partnerships, and the reduction of red tape, leading to more housing availability of all types, faster.

As the driving force behind expedited housing supply, you will lead the development / amendments to legislation and policy and provide leadership support to the Executive Panel on Housing in the Halifax Regional Municipality.

Reporting to the Senior Executive Director of Housing, you will ensure that the Province, Municipalities, and Industry work collaboratively to meet ambitious housing targets and achieve housing stability across our 49 municipalities.

This will entail building and leveraging strong, strategic partnerships across all levels of government and the development community to advance critical changes required to expedite housing development of all types.

You will drive innovative systems thinking and actions to improve the processes associated with housing development, and ensure all relevant stakeholders are planning and working together to achieve alignment across housing, education, transportation, and other intersecting areas.

As the ED responsible for supporting the Executive Panel on Housing in the HRM, you will also be responsible for stakeholder management, troubleshooting and communications, and implementing and tracking actions and recommendations that flow from the Executive Panel.

You will lead and oversee multiple work streams related to the improvement of housing-related policy and process recommendations. Ensure progress in special planning areas and foster collaboration across government sectors, including Transportation, Education, Environment, and Public Works.

Set and implement goals for legislation, policy, governance, and process improvements, requiring legislative changes and work to reduce bureaucratic barriers.

Develop and deliver operational budgets, while seeking additional funding through federal grants.

Establish strategic partnerships, influencing municipal housing strategies, and leading high-level negotiations with government, community, and private sector stakeholders to achieve shared housing solutions.

You have completed post-secondary education in a related field, combined with progressive leadership experience in housing development and housing policy.

You have demonstrated experience in leading complex projects and managing multiple work streams. Proven skills in fostering partnerships across all levels of government and the housing development community to achieve common goals.
An innovative mind-set, creative thinking and problem-solving skills to develop and implement housing solutions.

Desirable assets include:
Experience working with municipal governments and an understanding of municipal planning and approval processes.
Familiarity with federal and provincial housing programs and funding mechanisms.
