The LDB is one of two branches of government responsible for the cannabis and liquor industry of B.C.

We operate the wholesale distribution of beverage alcohol and non-medical cannabis within the province, as well as the household retail brands of BC Liquor Stores and BC Cannabis Stores.

Finance is separated into five work groups (Finance Corporate, Finance Wholesale, Finance Retail, Shared Services, and Regulatory & Compliance) and provides financial services to all LDB departments.

The Finance division provides financial reporting, advisory services, budgeting, capital asset reporting, and financial transactional processing (banking, accounting payable, accounts receivable).

Finance is responsible for the LDB's enterprise risk management program and oversees regulatory compliance for BC liquor manufacturers/warehouses.


The PCI Compliance Program Lead is a member of the Finance Shared Services team of approximately 35 employees and is part of the 120-person Finance division within the Liquor Distribution Branch.

The Finance Shared Services team provides operational finance services to the entire organization in the areas of payment processing, banking, invoicing and accounts receivable, payment cards, PCI compliance, and project support.

Position Requirements:

Education and Experience:

  • A degree in business or a related field or accounting designation, and a minimum of 3 years of recent related experience*.
OR

  • A diploma in business or a related field, and a minimum of 5 years of recent related experience*.
OR

  • A minimum of 7 years recent related experience.
  • Recent, related experience, within the last 5 years, must include:
  • Leading the development, implementation and monitoring or auditing of PCI standards or other processes, internal controls, computer controls, policies in a large, complex, distributed business environment.
  • Providing expert advice and recommendations to senior executives.
  • Establishing effective working relationships with multiple internal/external clients and contacts, and contractors.
  • Achieving results within timeline and budget parameters.
  • Experience as a business or operations professional in a retail/wholesale/distribution business environment.
  • Payment Card Industry Internal Security Assessor (PCI ISA) audit designation.
