About Our Opportunity:


The Research Stats Officer, Policy Officer, plays an important role in the proactive compliance and accountability work of the Adult Education division (AED).

As the Policy Officer you are responsible for conducting legal analysis by reviewing and interpreting legislation and regulation, collecting, reviewing, and analyzing data to identify trends and issues and recommending a course of action to address issues as they arise.


As the Policy Officer you contribute to the development and update of procedural and educational resources for stakeholders, including regulators.

In this role you also conduct research to develop policy and inform decision-making, you also provide feedback and advice using a legal lens about funding agreements between the province and stakeholders and agreement management processes.

This position supports other initiatives and activities of the Division.

This position reports to the Manager of Policy and Planning.

Primary Accountabilities:

Key responsibilities may include:

  • Works with the Fair Registration Practices Act (FRPA) Review Officer and regulatory bodies during FRPA Reviews and Action Plan follow up as needed. The Policy Officer will analyse and interpret the data to provide feedback to the Review Officer about the regulator's compliance with FRPA as well offer recommendations for the action plan.
  • Provides legal analysis during the FRPA Review process to assess and advise regulatory bodies on their legislation's compliance with the FRPA and Canadian Free Trade Agreement (CFTA).
  • Conducts jurisdictional scans and reviewing legislation, regulations, and registration practices to support the province's compliance with the CFTA. The Policy Officer also assists in the review process for legitimate objective exceptions.
  • At times prepares briefing notes for senior leadership, and summaries of compliance issues and decisions as well as assist the LMC with the development of recommendations to the Minister for waivers and compliance orders under the Canada Free Trade Agreement Implementation Act (CFTAIA).
  • Conducts indepth research through a legal lens (such as literature reviews and jurisdictional scans) as well as undertake complex analysis of legal and legislative information and data to inform decisions.
  • Assist with the regular review of the current funding agreements with AED stakeholders to ensure the contracts and supporting documents and tools better reflect LAE's expectations
  • May lead or participate in committees or working groups for the development, review or evaluation of policies, procedures or guidelines pertaining to the programs of the Adult Education Division
  • Draft educational and informational materials and presentations, and may occasionally deliver presentations to stakeholders, both internal and external to government

Qualifications and Experience:


You possess a Bachelors' degree plus 3 years related experience or an equivalent combination of education and experience will be considered.

You have excellent communication skills (verbal and written) and can explain complex information in an accessible manner. You have experience designing and delivering presentations to a variety of audiences.

You have excellent interpersonal and relationship building skills, and consistently maintain a respectful, professional, and courteous disposition with colleagues and clients.

You bring a high level of attention to detail with the ability to synthesize information.

You have experience using Microsoft office programs (Microsoft Word, Excel, PowerPoint, Outlook) and are familiar using spreadsheets.
