Human Resource Manager

Position: Human Resource Manager

Location: Bilijk (Kingsclear First Nation)

Department: Administration

Term: Contract

Rate: To be negotiated

Purpose:

The Human Resource Manager, under the direction of the Director of Operations, is primarily responsible for planning, organizing, directing, controlling, and evaluating the human resource department. The Human Resource Manager will be responsible for overseeing personnel management, including wage increases, promotions, and disciplinary actions in compliance with organizational policies. This position will also determine staffing requirements and oversee the recruitment process.

Duties and Responsibilities:

· In conjunction with the Director of Operations, final approval with the Chief & Council, to plan, organize, and update policies to ensure the efficient operation of Bilijk Administration

· Create and implement a performance evaluation process.

· Provide an effective and consistent process to assist managers in dealing with employee performance and attendance issues.

· Development of Human Resource Department including but not limited to implementation of the Human Resource Policy, plans and procedures that relate to organizational personnel.

· Attend various meetings upon direction for the Director of Operations.

· Facilitate training sessions where necessary.

· Set up yearly calendar for training sessions.

· Maintain Health and Safety of the workforce.

· Implement and revise administrations benefits and compensation program.

· Recruitment and selection, including but not limited to preparation of job postings, contracts, and also including employee orientation process.

· Develop and maintain employee files.

· Support managers and employees through career development discussions, identify resources and provide employees with access to information.

· Understanding of Provincial and Federal Labor Laws and legislation.

· Handle investigation and resolution of employee issues, concerns and conflicts, plan, organize, direct, control, and evaluate the Human Resource Department.

· Oversee personnel management, including wage increases, promotions, and disciplinary actions in compliance with the organizational policies.

· Determine staffing requirements and oversee the recruitment process.

· Maintain vacation requests and monitor employee scheduling to maintain appropriate coverage.

· Develop performance goals, metrics, and targets that are consistent with organizational goals.

· Administer progressive disciplinary action in accordance with established procedures.

· Plan human resource requirements in conjunction with other departmental managers.

· Conduct employee performance evaluations and provide employees with performance feedback.

· Determine areas of improvement for employees, providing additional training as needed.

· Develop training programs that are based on regulatory requirements and best practices.

· Conduct workplace investigations and resolve any conflicts that arise among staff in the department.

· Ensure employees adhere to all health and safety regulations, including organizational policies.

· Ensure employees have clear goals and are aware of expectations.

· Ensure that all employees comply with organizational policies, procedures, and ethical standards.

· Handle employee complaints and incidents, including conflict resolution, accidents, health and safety concerns, work refusals, and investigations.

· Provide leadership and coaching to managers and employees on key workplace matters such as performance management, difficult conversations, employee relations, and employee development.

· Monitor assigned payroll activities and program components.

· Oversee the classification and rating of occupations.

· Perform other duties as assigned.

Qualifications/Requirements:

· Degree or diploma in human resources management, or a related field required.

· Certification in human resources management is preferred.

· Minimum two (2) years' experience working in an HR management role, preferably in a First Nation community or organization.

· First Nation Heritage preferred.

· Demonstrated ability to meet strategic objectives for HR and the organization.

· Demonstrated ability to manage HR core processes such as talent management, succession planning, and employee relations.

· Effective communication skills with individuals at all levels of the organization.

· Effective written and verbal communication skills as well as presentation skills.

· Sound leadership, staff management, and teambuilding skills.

· Computer literacy, including effective working skills with Microsoft Word, Excel, PowerPoint, and Outlook required.

· Able to interpret and implement personnel related legislation.

· Valid Driver's license

· Demonstrated basic knowledge of Labour laws.
