Salary Range: Commensurate with experience and education. Who We Are

The Assembly of First Nations (AFN) is an advocacy organization, taking direction and fulfilling mandates as directed by First Nations in-Assembly through resolutions. As a national advocacy organization for First Nations, the AFN seeks to advance First Nations Inherent and Treaty Rights through the development policy, public education and where applicable, the co-development of legislation to build First Nations capacity.

The AFN was created out of a desire among First Nations leadership for a strong and effective collective advocacy organization. From this, values such as respect for human rights, diversity, justice, and the sovereignty of each rights-holding First Nation guide the work of the organization.

The Role: The Assembly of First Nations Rights and Governance sector is seeking an experienced and skilled individual to conduct research and provide analysis, advice and advocacy that reflects the AFN's priorities with respect to First Nations Rights.

Reporting to the Director of Rights and Governance, the Policy Analyst has the following key responsibilities:

Responsibilities:

  • Conduct comprehensive research on First Nations Rights and Governance related policies and best practices
  • Develop policy proposals and recommendations based on research findings and partner consultations.
  • Evaluate existing policies and regulations to identify gaps, inefficiencies, and areas for improvement.
  • Collaborate with relevant partners including government agencies, educational institutions, and First Nations to gather input and ensure policy coherence.
  • Prepare clear and concise reports, policy briefs, and presentations summarizing research findings and policy recommendations.
  • Present research outcomes and policy proposals to internal and external partners, including government officials, educational institutions, and First Nations Communities
  • Respond to inquiries and provide expert advice on Rights and Governance policy-related matters.
  • Build and maintain relationships with key stakeholders in First Nations communities, educational institutions, and government officials.
  • Stay informed about the latest developments with First Nations concerns.
  • Participate in the various working groups and support the group with organizing and coordinating AFN's participation in meetings.

Qualifications:

  • An undergraduate degree in Indigenous Studies, Public Policy, Policy Administration, Political Sciences, or a related field of study with a minimum of 3-5 years of relevant experience, or an equivalent combination of education and experience working directly with First Nations policy and advocacy.
  • A minimum of 3 years of experience in policy analysis, preferably working directly with First Nations or working with First Nations policies and programs
  • Strong understanding of principles, international agreements, and regulatory frameworks with a First Nations lens
  • Proficiency in data analysis and statistical software.
  • Excellent written and verbal communication skills, with the ability to effectively communicate complex concepts to diverse audiences.
  • Strong critical thinking and problem-solving abilities.
  • Ability to work independently, manage multiple tasks, and meet deadlines.
  • Experience in partner engagement and facilitation of collaborative processes is desirable.
  • English is the working language although the ability to communicate effectively in Indigenous language or French is an asset.

Rôle

Le Secteur des droits et de la gouvernance de l'Assemblée des Premières Nations est à la recherche d'une personne expérimentée et compétente pour mener des recherches et fournir des analyses, des conseils et des efforts de plaidoyer qui reflètent les priorités de l'APN en ce qui concerne les droits et la gouvernance des Premières Nations.

Relevant du directeur, Droits et Gouvernance, l'analyste des politiques a les principales responsabilités suivantes :

Responsabilités

  • Mener des recherches approfondies sur les politiques et les pratiques exemplaires relatives aux droits et à la gouvernance des Premières Nations.
  • Élaborer des propositions et des recommandations stratégiques sur la base des résultats des recherches et des consultations avec les partenaires.
  • Évaluer les politiques et les règlements existants afin de cerner les lacunes, les inefficacités et les domaines à améliorer.
  • Collaborer avec les partenaires pertinents, notamment les agences gouvernementales, les établissements d'enseignement et les Premières Nations, afin de recueillir des renseignements et d'assurer la cohérence des politiques.
  • Préparer des rapports clairs et concis, des notes d'orientation et des présentations résumant les résultats de la recherche et les recommandations stratégiques.
  • Présenter les résultats de la recherche et les propositions stratégiques aux partenaires internes et externes, y compris aux fonctionnaires, aux établissements d'enseignement et aux communautés des Premières Nations.

Qualifications

  • Diplôme de premier cycle en études autochtones, politiques publiques, administration des politiques, sciences politiques ou dans un domaine d'études connexe avec un minimum de 3 à 5 ans d'expérience pertinente, ou une combinaison équivalente d'études et d'expérience dans le domaine des politiques et de la défense des intérêts des Premières Nations.
  • Un minimum de trois ans d'expérience dans l'analyse des politiques, de préférence en travaillant directement avec les Premières Nations ou en travaillant sur les politiques et les programmes des Premières Nations.
  • Solide compréhension des principes de droits, des accords internationaux et des cadres réglementaires dans l'optique des Premières Nations.
  • Maîtrise de l'analyse des données et des logiciels statistiques.
  • Excellentes aptitudes à la communication écrite et orale, avec la capacité de communiquer efficacement des concepts complexes à divers publics.
  • Solides capacités de réflexion critique et de résolution de problèmes.
  • Capacité à travailler de manière indépendante, à gérer plusieurs tâches et à respecter les délais.
  • Une expérience de la mobilisation des partenaires et de la facilitation des processus de collaboration est souhaitable.
  • L'anglais est la langue de travail, mais la capacité à communiquer efficacement en français ou dans une langue autochtone est un atout.
