Reporting to the Manager, Procurement & Contracts, the position is responsible for managing the procurement life-cycle for a variety of Owners contracts (consulting or professional services contracts) from simple to complex opportunities with some considered high profile and politically sensitive. The Senior Specialist facilitates and supports the procurement processes, provides guidance and advice to project teams on the acquisition of professional services and occasionally minor works construction and goods, and supports the implementation of leading contract management practices.

Collaborates with project team members and/or user departments to: support the development of specifications and deliverables; prepare business cases or reports to justify and support procurement methodologies and decisions; facilitate the preparation of procurement materials in accordance with policy, trade agreements and leading best practice; and develop evaluation materials and facilitate procurement evaluation processes.
Provides advice and guidance on solicitation strategies, methods, policies, and issues of non-compliance.
Prepares solicitation and contract documents for approval by appropriate approval expense authorities
Leads and supports contract amendment drafting and processing.
Reviews contracts to ensure they are written in accordance with the relevant provincial government and corporate policies and to identify opportunities for improved services and/or cost efficiencies.
Identifies risks (e.g. contractor performance, conflict of interest, insurance, and bonding requirements) and makes recommendations to mitigate risks.
Provides advice and guidance to contract managers on matters of contract management and controls.
Develops and implements policies, procedures, standards, templates, and systems to optimize program effectiveness and service delivery for all areas of accountability.
Manages competing priorities across different project teams to deliver procurement and contracting initiatives on time.

Post-secondary education in Business Administration, Operations Management, Contract Law, Contract Administration, Procurement, Purchasing, Public Administration or Economics, and three to five years in a business-related role with recent progressive procurement and/or contract negotiation and supplier management; Knowledge of risk management, contract management and procurement principles, preferably in public sector.
In-depth knowledge of procurement/contract law.
Demonstrated ability to analyze business, financial, technical, and legal issues and develop solutions within public policy and trade agreement frameworks.
Ability to analyze options and risks and provide mitigation strategies or suggest effective solutions.
Ability to communicate effectively orally and in writing.
Adaptability in a fast-paced environment with evolving policy and procedures.
Professional accreditation in a procurement-related discipline. Experience in major project Owner’s contracts and complex public sector procurement, leading large, complex projects with multi million-dollar budgets and diverse stakeholder groups, procurement documents development and contract management, project management, conflict resolution and relationship management, contract law and trade agreements, and public procurement policy and practices.
