Project Opportunity

Scarborough Transit Connect (STC) has been awarded the implementation and construction of the Scarborough Subway Extension project. The Scarborough Subway Extension will extend from Kennedy Station to Sheppard Avenue and McCowan Road, providing quick and seamless transit for those heading into and out of the downtown core and those traveling within Scarborough. The extension will replace Line 3 (the Scarborough RT), helping to reduce travel times and improve access to jobs, schools, and other key destinations throughout the city.

FCC Canada is looking for a Facilities Testing & Commissioning (T&C) Manager to join the Scarborough Transit Connect team.

The Facilities T&C Manager will oversee and manage the testing and commissioning processes for all building systems, equipment, and services, ensuring that all facilities meet safety, quality, and operational requirements. This role will work closely with project teams, contractors, engineers, and stakeholders to ensure systems are properly tested, validated, and ready for handover.

Main Responsibilities

  • Manage the commissioning activities for all systems related to the project, including ventilation, electrical, lighting, signaling, HVAC, fire protection, communication systems, and train control systems and lead process to final handover.
  • Develop and implement detailed testing procedures for all mechanical, electrical, and structural systems and equipment within the facilities and ensure tests are executed to meet performance and operational criteria.
  • Verify that all systems and commissioning processes are compliant with local regulations, international safety standards, and specific industry guidelines for transit infrastructure.
  • Work closely with project managers, engineers, contractors, design teams, and stakeholders to ensure all systems are commissioned and delivered within in the project schedule, scope, and budget.
  • Lead the troubleshooting and resolution of any technical or operational issues identified during the testing and commissioning phase and implement corrective actions and work with contractors to resolve any discrepancies or deficiencies in the system performance.
  • Prepare and maintain all commissioning documentation, including test plans, reports, and certificates and ensure that all documentation is accurate and up to date.
  • Conduct safety checks and risk assessments during the commissioning process.
  • Regularly update stakeholders on the status of commissioning activities and serve as the primary point of contact for any issues or concerns related to testing and commissioning.
  • Provide training to facility management teams on system operations and maintenance procedures and oversee the handover of the completed systems to client, ensuring that all technical documentation is properly transferred.
  • Ensure that all systems (e.g., signaling, power supply, communication, emergency systems) are fully integrated and function cohesively within the subway network, performing necessary integration testing and validation.
  • Ensure that all infrastructure meet environmental and green building standards and sustainability goals (e.g., LEED).

Education and Qualifications

  • Bachelor's degree in Mechanical, Electrical, or Civil Engineering, or a related field.
  • Minimum of 7-10 years of experience in facilities testing, commissioning, or operations of complex, large-scale projects (rail, industrial, aerospace, critical infrastructure).
  • Certification in Testing & Commissioning (e.g., CxA, LEED, PMP, or similar).
  • In-depth knowledge of commissioning procedures, building systems, safety regulations, and standards specific to subway infrastructure.
  • Experience with mechanical, electrical, HVAC, fire alarm, signaling, and communication systems used in underground transit projects.
  • Experience with tunnel ventilation systems, emergency egress, and underground safety protocols.

Job Requirements

  • Familiarity with advanced control systems, such as Supervisory Control and Data Acquisition (SCADA) and Building Management Systems (BMS) used in transit systems.
  • Knowledge of sustainability practices and energy-efficient systems in large infrastructure projects.
  • Project management experience, including the ability to coordinate large teams and manage complex commissioning tasks.
  • Strong analytical skills and attention to detail.
  • Excellent technical problem-solving and troubleshooting skills, particularly in a challenging, high-stakes construction setting.
  • Strong written and verbal communication skills for reporting, documentation, and stakeholder management.
