Reporting to the Manager, Professional Development Initiatives, the PEAK Compliance Officer will be responsible for administering compliance measures for the Practice Evaluation and Knowledge (PEAK) program.
The PEAK Continuing Professional Education program applies to PEO’s 90,000 practitioners and is administered by staff of the PEAK Program Office within the Regulatory Compliance group.
The incumbent will assist the Manager in administering the PEAK program, including monitoring compliance, assessing requests for exemptions and deadline extensions, and enforcement measures. Other duties will include strategizing and planning for continuing phases of the PEAK program and responding to questions and feedback from stakeholders and program participants.
Responsibilities
- Work within a team to perform a detailed review of PEAK declarations and materials submitted by program participants to ensure that submissions and required professional development activities are accurate and complete, based on established guidelines and standards.
- Develop and administer criteria for accepting and authenticating the declarations and materials submitted by program participants.
- Make determinations regarding requests for extensions or exemptions, suspensions for non-compliance, and referral of files for further review by Manager as required.
- Prepare PEO reminders and notices of final warning, notices of administrative suspension of the licence and notices of a terminated administrative suspension of the licence, as required to support compliance with the PEAK program requirements.
- Help develop policies, procedures, templates and other documentation to support the operation of the PEAK function within PEO and to create awareness externally.
- Attend meetings for internal operations and projects as well as external collaborations.
- Create and deliver presentations to stakeholders on program requirements, updates, deadlines, and plan other PEAK events.
- Work collaboratively with department team members to ensure quality control, with the regular review of open (incomplete) cases.
- Ensure files and metrics on PEAK initiatives are up to date.
- Lead PEAK program activities to support participants and assist with the monitoring and analysis of PEAK data.
- Investigate and resolve program participant concerns regarding compliance decisions.
- Assist with recommendation, collection, monitoring and analysis of practitioner and participant data for the PEAK program.
- Assist with the preparation of materials for internal and external reporting, as required.
- Assist team in meeting deliverables to achieve program milestones.
- Provide support to the process of documenting program rules, policies and producing program events.
Knowledge of/willing to learn:
- The Professional Engineers Act, Ontario and Regulations
- PEO’s PEAK Program Policies and Procedures, systems and reporting tools,
- International and domestic standards for continuing professional development
- Administering compliance measures.
- Professional development programs and compliance training, especially related to professionally designated/regulated industries.
- Customer support and engagement.
- Proficient in Microsoft Office applications, like Word, SharePoint, Outlook, Excel, PowerPoint and Teams.
- Proficient in Customer Relationship Management applications, like Aptify or similar, and data visualization applications, like Microsoft Power BI or similar.
- Proficient in project delivery applications, like Jira, Smartsheet or similar.
- The Canadian regulatory landscape, including government and private sector firms.
- Demonstrated understanding of professional regulation and processes.
- Familiarity with Canadian engineering officials’ groups.
- Familiarity with National Membership Database (NMDB) and IIDD,
- Familiarity with Aptify registration database and the Applicants module.
Skills include:
- Ability to prioritize work and activities to use time effectively to complete multiple tasks and meet operational deadlines.
- Strong MS Office skills, specifically Excel and PowerPoint; working knowledge of Power BI and Teams.
- Clear and effective written and verbal communication; comfortable delivering presentations to audiences of various sizes, both virtually and in person.
- Attention to detail and accuracy in reviewing the PEAK declarations and materials submitted by program participants and maintaining records.
- Consistency and objectivity of process to ensure the fair and ethical review of all submissions.
- Analytical problem-solving skills.
- Proactive and resourceful in seeking solutions.
- Discretion, tact, and sound judgment in handling confidential information and when engaging with stakeholders.
- Positive outlook in working within a team and independently.
Education/Qualifications:
- P.Eng. licence is an asset, but not required.
- Post-secondary degree in education administration, engineering or public administration, or a related field.
- Minimum 5 years’ work experience.
- Prior experience in a regulatory environment is an asset along with a strong understanding of “regulating in the public interest” and administering regulatory communications for practitioners and the public.
- Prior experience in engineering education or a regulatory compliance environment is an asset, as is certification and/or experience in learning and development with a focus on CPD compliance.
- A background in investigations and enforcement is desired.
- French/English bilingual proficiency is desired.
- A driver’s licence and ability to occasionally travel to offsite meetings, seminars and presentations throughout Ontario
