POSITION PURPOSE: Reporting to the Supervisor, Operations, PCS/SCADA, is responsible for the design, programming, installation, configuration, testing, support, maintenance, troubleshooting, security and performance of Water and Wastewater SCADA systems, hardware, networks and databases, including SCADA Historians Real Time Data Acquisition Systems, virtual and physical server management, HMI systems, various applications and security tools; working in consultation with PCS/SCADA staff, and other internal support groups relative to data integrity, system reliability, security best practices, monitoring systems integration and programming so goals, objectives and regulatory compliance needs of the Branch and Region are met; ensuring PCS/SCADA standards are followed; development and implementation activities to support existing Water and Wastewater SCADA systems and implementation of new projects, project coordination, contract administration and quality control, solutions and processes as it relates to PCS/SCADA projects. CORPORATE INFORMATION TECHNOLOGY GOVERNANCE Departmental information technology employees work in close collaboration with Corporate Information Technology, supporting the development and implementation of Information Technology initiatives, programs, processes, policies and protocols consistent with the Corporate Information Technology vision and strategy.

MAJOR RESPONSIBILITIES

Monitors performance of operational Water/Wastewater Systems security and networks, including the PCS/SCADA system, data management systems, data integrity, cybersecurity, and integration in compliance with Ministry regulations and ensuring that PCS/SCADA standards are followed. Addresses issues and concerns related to the Water/Wastewater systems by providing operational technical support on a daily, including problem identification, investigation, and resolution for end users; consults and escalates issues as required. Monitors systems issues and coordinates response and resolution in cooperation with PCS staff and ITS as required. Researches and implements new technologies, software, and hardware components related to water and wastewater SCADA systems and related operational technologies, makes recommendations on alternatives to management. Gathers data relative to design and application workflow; recommends system prototypes for user consultation, and contributes to design, development, testing, modification, documentation, and implementation of systems. Analyzes external systems requiring integration to SCADA; implements interfaces in consultation with ITS. Liaises with internal staff, providing systems expertise and support to ensure consistent and effective systems performance, shares information regarding initiatives and best practices with others. Liaises with external contractors, system integrators, vendors, and suppliers on general troubleshooting, updates, maintenance, and support contracts as appropriate, and in consultation with management. Works in cooperation with PCS staff to ensure system performance. Maintains current expertise by reviewing technical literature, attending seminars, conferences, and training, as required.


QUALIFICATIONS

Successful completion of a College Diploma in Information Technology, Computer Sciences or approved equivalent combination of education and experience. Experience and demonstrated ability on functional and technical levels of Real Time Data Acquisition Systems, networks and in the use of relational databases. Computer literate in applications and systems such as SCADA, vSphere, SQL Server, Business Intelligence Tools, SolarWinds, CISCO OS, Windows Server Management Tools Symantec Security Tools, and Syslog tools such as Splunk. Knowledge of trends in the use of current technology as it relates to data management systems, cyber-security, network management, SCADA, and operational technologies. Understanding of programming development cycle and IT/OT asset lifecycles. Valid Ontario driver’s license and reliable vehicle for use on corporate business. Ability to wear a Self-Contained Breathing Apparatus to enter confined spaces. Ability to work effectively independently and cooperatively in a team environment. Ability to work outside regular business hours as required.
