We are looking for a Manager, Programming Implementation to support our teams within NRC-IRAP’s Division Services. The Manager would be someone who shares our core values of Integrity, Excellence, Respect and Creativity.
Reporting to the Director of Program Expertise within NRC-IRAP, the incumbent in this role will:

Education
Undergraduate degree from a recognized postsecondary institution in a relevant discipline.

Experience
Significant* and recent** experience in supervising, managing and developing staff. Significant* and recent** experience in managing project and operational budgets. Significant* experience in management principles and practices such as, but not limited to: Project Management, Change Management, Communication Management, Financial Analysis, Issue/Problem Management, Performance Measurement, Human Resources, Risk Management, and/or Project Administration. Recent** experience in providing strategic advice and recommendations to senior management. Experience in building and managing stakeholder relationships within and across organizations. Experience in delivering Grants and Contributions programs. Experience in change management. Experience developing client focused content or programming.Asset Criteria:
Experience in executing complex*** projects and programs. Experience in functioning successfully in a constantly evolving environment. Experience in preparing organizational training strategies and guidance materials. Experience in technical writing and/or content management. Experience working in the science or technology field. * Significant experience is defined as having the depth and breadth of experience that would normally have been gained performing the duties over a period of three (3) years or more.
** Recent is defined as within the last five (5) years.
*** Complex defined as horizontal or multi-organization.

Technical Competencies
Knowledge of the challenges facing SMEs in their innovation and commercialization efforts. Knowledge of leadership and management practices and principles. Knowledge of design, implementation and evaluation of projects and/or programs and/or business applications. Ability to analyze complex situations/documents and develop succinct recommendations. Ability to lead, evaluate or implement new processes, methods, systems and/or applications, or practices that significantly improve operations. Ability to communicate effectively both orally and in writing.

Compensation
The intent of this hiring action is to staff this position at the RCO-4 or 5 level, which is an mid to late-career level position with a salary range of $137,226 to $175,466 .
NOTE: Please note that the full RO/RCO salary scale has five levels. Salary determination will be based on a review of the candidate’s expertise, outcomes and impacts of their previous work experience relative to the requirements of the level. As such, the initial salary could be within another level of the RO/RCO salary scale ( or below the intended level for this position).
In addition, the incumbent who meets the language requirements will receive the Bilingualism Bonus of $800 per year.
