We are looking for a Program Advisor, CanExport to support our teams within NRC-IRAP's Division Services. The Program Advisor would be someone who shares our core values of Integrity, Excellence, Respect and Creativity.

Reporting to the Manager of the CanExport Program within NRC-IRAP, the incumbent in this role will:

  • Ensure that project performance and outcomes are communicated effectively to the team and clients.
  • Lead the development and implementation of operational policies and processes in support of Grant & Contribution funding.
  • Assume financial accountability for claim approvals and payment processing.
  • Lead stakeholder consultations and work collaboratively with multi-disciplinary teams.
  • In some cases, supervise other staff and make recommendations to the Manager regarding training and development, of human resources.

Education

Undergraduate degree from a recognized postsecondary institution in a relevant discipline.

Experience
  • Recent* experience in managing or delivering grant and contributions programs.
  • Recent* experience in planning, developing or implementing frameworks, strategies, programs or policies.
  • Recent* experience in the research and analysis of program or policy issues, developing recommendations and providing advice to senior management.
  • Experience in building and managing stakeholder relationships within and across organizations.

Asset Criteria:

  • Experience in extracting and analyzing data to assist in the preparation of documents, such as reports, dashboards, correspondence or presentations.
  • Experience in managing projects, operational budgets, and/or analyzing financial information.
  • Experience using Microsoft Dynamics to manage and report on project and program performance.
  • Experience in recipient/process audits and/or program evaluations.
  • Experience managing or supervising staff.

Recent is defined as within the last five (5) years.

Compensation

The intent of this hiring action is to staff this position at the RCO 2 or 3 level, which is a mid career level position with a salary range of $80,523 to $133,853.

NOTE: Please note that the full RO/RCO salary scale has five levels. Salary determination will be based on a review of the candidate's expertise, outcomes and impacts of their previous work experience relative to the requirements of the level. As such, the initial salary could be within another level of the RO/RCO salary scale (i.e. above or below the intended level for this position).

In addition, the incumbent who meets the language requirements will receive the Bilingualism Bonus of $800 per year.
