We are looking for a Manager, Programming Implementation to support our teams within NRC-IRAP’s Division Services. The Manager would be someone who shares our core values of Integrity, Excellence, Respect and Creativity.

Reporting to the Director of Program Expertise within NRC-IRAP, the incumbent in this role will:

- Lead in identifying, developing and/or delivering new programming, systems and projects at IRAP, as well as optimizing existing programming, systems or projects. Prioritize work; define goals, priorities, and plans; project manage the work and track and report on progress. Act as a trusted advisor to IRAP’s Leadership Team.
- Ensure that project performance and outcomes are communicated effectively to the team and clients.
- Prepare expenditure and budget forecasts and manage the assigned budget for programs and fee for service projects according to NRC policies and procedures.
- Lead performance planning and review of personnel and make recommendations to the Director or Director General regarding training and development, promotions, pay increases and other human resource actions as necessary to achieve objectives. Lead stakeholder consultations and works collaboratively with multi-disciplinary teams enabling large, complex, multi-organization projects and programs.**Screening Criteria**:

Undergraduate degree from a recognized postsecondary institution in a relevant discipline.

**Experience**:

- Significant* and recent** experience in supervising, managing and developing staff.
- Significant* and recent** experience in managing project and operational budgets.
- Significant* experience in management principles and practices such as, but not limited to: Project Management, Change Management, Communication Management, Financial Analysis, Issue/Problem Management, Performance Measurement, Human Resources, Risk Management, and/or Project Administration.
- Recent** experience in providing strategic advice and recommendations to senior management.
- Experience in building and managing stakeholder relationships within and across organizations.
- Experience in delivering Grants and Contributions programs.
- Experience in change management. Experience developing client focused content or programming.**Asset Criteria**:

- Experience in executing complex** projects and programs.
- Experience in functioning successfully in a constantly evolving environment.
- Experience in preparing organizational training strategies and guidance materials.
- Experience in technical writing and/or content management. Experience working in the science or technology field.- Significant experience is defined as having the depth and breadth of experience that would normally have been gained performing the duties over a period of three (3) years or more.

**Compensation**:
The intent of this hiring action is to staff this position at the **RCO-4 or 5 **level, which is **an mid to late-career** level position with a salary range of **$137,226** to **$175,466**.

In addition, the incumbent who meets the language requirements will receive the Bilingualism Bonus of $800 per year.
