Position Summary This position is responsible for planning, organizing, and supervising the College’s Procurement functions and overseeing daily activities including major purchases associated with contracts, capital equipment and service/maintenance agreements. Negotiates terms and conditions with vendors and/or service providers ensuring department objectives and budget requirements are met. Duties & Responsibilities Leverages critical thinking to plan and optimize procurement processes and drive organizational efficiency. Identifies and mitigates potential risks associated with procurement activities and escalates as required. Facilitates the Request for Proposal/Quotation process. Develops specifications on a wide variety of goods and services required by the College, including construction contracts, capital equipment, technical service and maintenance agreements. Manages the ongoing administration of contracts. Applies changes in policy when required and ensures policies and procedures are followed and procurement activities adhere to relevant laws and regulations. Plans, schedules, allocates and prioritizes workload and develops work methods, procedures and standards to maintain quality, accuracy and quantity of work to meet operational requirements. Negotiates delivery schedules, payment terms, installations, training services and warranty periods and terms as required. When required, oversees and trains staff by giving advice, guidance, direction, and instructions. Develops work methods and procedures to ensure standards are met. Monitors costs and internal controls for all purchasing requests. Develops and monitors vendor relationships and performance. Collaborates with Financial Services and Budgeting to monitor operating and capital purchases. Proactively identifies User Departments procurement and contract management training needs and conducts regular training sessions. Represents the College at professional procurement groups, conferences, and meetings, both internally and externally, determines needs, researches markets, and prepares reports. Manages disposal of college assets as per college policy. Performs other related duties as required. Qualifications Education and Experience Bachelor’s degree and 8 years’ related experience in a public or education sector, including at least 2 years of experience in a supervisory capacity or an equivalent combination of training and/or experience may be substituted for the required qualifications. Successful completion of Purchasing Management Association of Canada Program (PMAC) or equivalent. Skills and Abilities Proven interpersonal skills with the ability to work both independently and collaboratively as a member of a team. Ability to establish and maintain effective working relationships with students, staff, faculty, and vendors. Proven ability to supervise, train and motivate staff effectively and to promote a positive and respectful work environment. Previous experience monitoring performance and providing feedback. Strong organizational and time management skills with the ability to prioritize and manage several time-sensitive projects at any given time. Experience in end-to-end procurement procedures and in-depth knowledge of public purchasing guidelines. Considerable knowledge of computerized Purchasing Management Systems. Thorough knowledge of Trade Agreements, Customs, Duty, WHMIS and Provincial Tax regulations relating to goods and services purchased by an educational institution. Considerable knowledge of the sources of supply of the wide variety of materials supplies, equipment, services, and machinery utilized by the College. Ability to exercise sound judgement and initiative in preparing solutions and recommendations in solving complex purchasing problems.
