OBJECTIF DU POSTE :

Préparer, diriger et gérer tous les aspects de coûts et de tarification d'un appel d'offres au sein de l'équipe d'appel d'offres, avec le soutien du ‘Finance Tender Manager’ sur tous les aspects financiers (de l'examen des opportunités commerciales jusqu'à la réunion de transfert d'offres -TTM Tender Transfer Meeting). Soutenir le gestionnaire d'offres sur les coûts ciblées, la consolidation des coûts et le défi des coûts par sous-système. Accompagner l'équipe Projet sur les aspects chiffrés jusqu'au CPR1 (Critical Project Review n°1). Uniquement pour les projets RSC présentant un niveau de développement élevé ou des lacunes : pour soutenir l'équipe du projet sur les aspects chiffrés.

VOS RESPONSABILITÉS :

Préparer un chiffrage rapide pendant la phase de pré-appel d'offres, sur la base de la base de données des coûts des produits et du retour d'expérience de l'exécution du projet. Soutenir le ‘Bid manager’ dans la préparation des IFQ (Instruction For Quotation), conformément à la stratégie de tarification. Définir la structure des coûts de l'offre en fonction de l'appel d'offres (termes et conditions, etc.), des exigences commerciales, etc. Définir le coût cible par activité et/ou sous-système en coordination avec les gestionnaires d'offres, en faisant correspondre le prix gagnant et les écarts identifiés par rapport à la solution de référence. Diriger les activités d'estimation des coûts basées sur une approche de coût cible avec toutes les unités et métiers participants. Mener les actions d'amélioration des coûts pour atteindre le coût de l'appel d'offres/prix cible en utilisant tous les leviers de compétitivité, et challenger les contributeurs. Diriger un travail collaboratif avec le ‘Finance Tender Manager’ pour optimiser les coûts financiers (obligations, financement, couverture, assurance, taxes, etc.) et améliorer la compétitivité globale de l'offre. Consolider l'engagement des coûts d'appel d'offres et le prix de vente conformément aux règles financières et dans l'outil de consolidation (Mercury). Contrôler le niveau de robustesse du chiffrage (cohérence entre périmètre de travail, chiffrage reçu et planning), et utiliser la grille d'évaluation de la robustesse du chiffrage. Soutenir de manière proactive le ‘Bid Manager’ et le ‘Finance Tender Manager pendant le processus de validation des offres Préparer le ‘Costing package’ pour le TRM (Tender Review Meeting) (analyse des coûts/ponts, rapport standard, courbe de trésorerie, etc.), et accompagner le responsable de l'appel d'offres sur la préparation de la grille tarifaire pour le client. Diriger les activités d'estimation des coûts, en coordination avec le ‘Bid Manager’, pour les changements discutés avec le client pendant la phase de négociation et mettre à jour l'engagement des coûts. Transférer les données de chiffrage de l'appel d'offres (avec les hypothèses associées) vers le projet (TTM/réunion de transfert d'appel d'offres) + analyse des écarts (depuis TRM/réunion d'examen des appels d'offres --> TTM/réunion de transfert d'appel d'offres). Supporter sur demande l'équipe projet sur le chiffrage des commandes de variations.

PROFIL SOUHAITÉ :

Diplôme d'ingénieur ou de commerce/finance Minimum 5 ans d'expérience en gestion des coûts sur des projets ou des appels d'offres Expérience dans le ferroviaire, un atout Connaissance approfondie de Microsoft Excel, obligatoire. Démontrer de solides compétences en communication et en leadership. Capacité à interagir efficacement avec les parties prenantes. Être axé sur les résultats et faire preuve de capacité à atteindre les objectifs à temps. Maîtrise du français et de l'anglais, obligatoire.

PURPOSE OF THE JOB :

To prepare, lead and manage all costing and pricing aspects of a tender within the tender team, with the support of Finance Tender Manager on all financial aspects (from Business Opportunity Review up to Tender Transfer Meeting) To support Bid manager on target cost, cost consolidation and cost challenge per sub-system To support the Project team on costing aspects until CPR1 (Critical Project Review n°1) Only for RSC Project with high level of development or gaps: to support Project team on costing aspects

YOUR RESPONSIBILITES :

Prepare quick costing during pre-tendering phase, based on product cost database and return of experience from project execution Support the Bid manager in the preparation of the IFQ (Instruction For Quotation), in accordance with pricing strategy Define the cost structure for the bid according to RFP (terms and conditions, etc), sales requirements, etc Define target cost per activities and/or sub system in coordination with Bid managers, matching with winning price and identified gaps versus Reference Solution Lead cost estimation activities based on target cost approach with all participating units and métiers Lead cost improvement actions to reach tender cost /target price using all competitiveness levers, and challenge the contributors Lead a collaborative work with Finance Tender Manager to optimize Financial costs (bonds, financing, hedging, insurance, taxes, etc), and to improve overall competitiveness of the bid Consolidate tender costs commitment and selling price as per financial rules and in the consolidation tool (Mercury) Control the level of robustness of the costing (consistency between scope of work, costing received and planning), and use the Costing robustness assessment grid Support proactively the Bid manager and the Finance Tender Manager during the tender validation process Prepare the Costing package for TRM (Tender Review Meeting) (cost analysis/bridges, standard report, cash curve, etc), and support the tender leader on the preparation of the pricing sheet for the customer Lead cost estimation activities, in coordination with Bid manager, for changes discussed with the customer during negotiation phase and update the cost commitment Transfer tender costing data (with related assumptions) to Project (TTM / Tender Transfer Meeting) + variance analysis (from TRM/ Tender Review Meeting --> TTM/ Tender Transfer Meeting) Support on demand the Project team on costing for variation orders

DESIRED PROFILE :

Engineering or business degree Minimum 5 years’ experience in cost management on projects or bids Experience in railway, an asset Strong knowledge of Microsoft Excel, mandatory Demonstrate strong communication and leadership skills.
