As a Business Strategist in the Strategic Planning & Evaluation Unit, you will provide business planning, project management, research, analysis and consulting services to the Calgary Police Service (CPS). The impact of this work improves the efficiency and effectiveness of resources, programs, and services both internally and externally through collaboration with community and agency partners. Specific responsibilities include:

Examine trends (social, political, economic, technological, and legislative), emerging law enforcement issues, and industry best practices. Conduct primary research, and review and advise on research methodology, design, and analysis to ensure best practice techniques are applied. Design and implement evaluation frameworks for programs, initiatives, and policies. Prepare business plan documents, create presentations, and complete reporting updates. Consult with and facilitate meetings with senior management to support strategic plans, operational initiatives, administrative process improvements, organizational design, and deployment implementations. Project management activities, including the initiation, leadership, research, planning, implementation and operationalization of new programs, policies, procedures, and operational initiatives. Build internal working relationships and partnerships with external, multidisciplinary community agencies, professional associations, and various levels of government. Qualifications  A Master's Degree in Social Science, Public Administration or a related discipline and 5 years of related experience in applied research, preferably in a police service, government, or consulting agency. Experience working with information systems including a comprehensive understanding of data collection, analysis, and evaluation systems. Demonstrated knowledge of program evaluation, including evaluation frameworks (Theory of Change, Logic Models, Performance Measurements, etc.). Excellent communication, relationship building, coaching and development skills, analytical thinking, focus on results, efficiency, and thoroughness, and change management.
