In support of achieving excellence and business results through safe, reliable operations, our Supply Chain Operations is currently hiring for a Section Manager, Supply Chain.
The Section Manager, Supply Chain Operations, provides leadership of a commercial and technical nature for the procurement of products and services in support of Equipment Reliability along with oversight and execution of procurement programs/milestones and functions, such as but not limited to catalogue health, strategic sourcing and purchase contracts. Supervises subordinate staff , Eng Techs and Buyers, and all activities related to the procurement of products and services including Item technical health, Catalogue Management, Bills of Material by monitoring/managing to department expectations. Interfaces with managers and staff including, Engineering, Quality, Maintenance and Supply Chain. Is focused on improving Equipment Reliability by applying operational focus to reduce backlogs, meet preparation milestones and support emergent requests along with advocating for and leading process improvements/simplification.

What will you be responsible for?
Contribute to the development and growth of a Nuclear Safety Culture by communicating the Nuclear Safety message, setting the example for nuclear safety and demonstrating this commitment through words and actions. Provides support to the immediate supervisor in managing the Department in accordance with applicable legislation, policies, programs, procedures, and agreements while supporting the following activities:
Provide oversight for work group performance, milestones, metrics, production, deliverables, budget, training and development to ensure business plan requirements are met
Provide problem solving, corrective actions and troubleshooting expertise
Perform staff mentoring, coaching and observation, and ensure staff is competent and qualified to complete required tasks
Provide day to day coordination across the group
Participate in selection of new/replacement staff
Monitor/influence activities internal to Department to ensure technical & commercial responsibilities and Bruce Power priorities are met
Provide management supervision and technical oversight in support of the Corrective Action Program and resultant actions
Coordinate activities with interfacing Bruce Power Sections to ensure alignment of priorities
Oversee technical & commercial discussions with equipment manufacturers, suppliers, contractors and various internal departments as required
Accept acting roles and duties as required in the absence of immediate supervisor
Ensure application of Human Performance Tools for Knowledge Workers
Ensure staff capability is maintained
Participate in the Emergency Response Organization as required
On-call support / primary contact for station escalations.
Perform other duties as required
Functional Area Responsibilities:
Leads a team of people accountable for any of the following:
Develops and maintains supply base for the commodity. Implements preferred supplier strategies influenced by total spend in commodity, sourcing strategies, supplier capability and supplier competitiveness. Identifies gaps in supply capability and competitiveness, and seeks to develop new suppliers to close those gaps. Seeks market and supply intelligence to adjust strategy as necessary.
Provides work assignments, checking, instruction, advice and guidance to subordinate staff to ensure work quality, quantity and accuracy are maintained.
Deals with routine problems, making recommendations on the need for hiring, promotions, discipline and other personnel matters.
Provides mentoring and participates in the assessment of staff and in the development and implementation of training programs. Provides commercial and technical leadership and direction for commodity products. Plans and coordinates procurement activities and ensures conformance to regulatory, technical, commercial, and delivery requirements. Manages and controls inventory levels for assigned commodities. Works with client departments in establishing adequate processes to determine forecast and inventory levels for various equipment and materials.
Verifies and determines appropriate inventory levels through the use of computerized material information reports.
Optimizes inventory levels to provide maximum availability and utility of equipment and materials and to minimize risk and overall cost to the Company.
Coordinates the release of divisional inventory assets to internal and external organizations. Manages the requisitioning process.
Ensures sound business practices, procedures and approvals conform to corporate and divisional authority delegations.
Obtains equipment and materials from other facilities to maximize the utilization of Company assets. Collaborates with purchasing groups as well as suppliers to optimize the overall effectiveness and efficiency of equipment and materials procurement and to ensure the end users equipment and materials availability requirements are being met.
Develops and recommends alternatives when suppliers are unable to meet equipment and materials availability requirements. Assesses suppliers performance with regard to adequacy and timeliness of equipment and materials delivered (and provide input to purchasing groups).
Ensures Bill of Materials (BoM) work is performed according to BP-PROC-00592, and where applicable in accordance with documents including, but not limited to: the Principles and Objectives for the Standard Operation and Support of Nuclear Plants, Institute of Nuclear Power Operations Report 94-005, December 1995; and the Configuration Control Process Description, Institute of Nuclear Power Operations Report AP-929, May 1998. Monitors agreements to ensure projected savings are realized. Investigates and coordinates the evaluation of the manufacturing and financial capabilities of industries and companies to meet specific Bruce Power supply needs.
Uses the technical resources within the department to evaluate suppliers' plant facilities, manufacturing and design capabilities and quality assurance programs.
Reviews and approvals as per OAR the tendering and requisitioning documents to ensure accuracy of technical and commercial requirements.
Evaluates ability to manufacture and supply items, and ensures that quality program levels assigned are reflected in the contract documents.
Refers technical, manufacturing and quality assurance issues to specialists as appropriate. Advises requisitioner where unduly stringent specifications will result in cost increases.
Resolves areas of concern and to establish clear acceptance criteria with requisitioners.
Responsible for, and coordinates the investigation and resolution of difficulties with equipment whether in supplier's plant or on work site.
Visits plant or work site to resolve problem areas with supplier's representatives.
Assesses supplier performance to PO Terms and Conditions to ensure requirements are being met and to establish a performance record to be used for supplier performance management.
Reviews correctness of progress payments and recommends payment of invoices.
Resolves differences of opinion relative to contract interpretation.
Where suppliers are delinquent, recommends the withholding of progress payment until the necessary work has been completed, or the work has been returned to schedule.
Negotiates with suppliers during difficulties, such as strikes, material unavailability, bankruptcies, etc.
Participates in professional associations related to acquisition and in industry associations related to assigned products and services.
Manages the Investment Recovery Program ensuring Bruce Power receives a reasonable return on excess and surplus inventory and material.
Manages the implementation of Logistics processes and improvements, and Warehousing and Logistics projects including the integration of facilities, equipment, and logistic capabilities.
Directs any third party logistics providers as they support Bruce Power with shipments and logistics.
Assists senior management with other warehousing and logistics issues as required.
Skills and Knowledge
Knowledge of business operations, organization, functions, operating policies and procedures, regulations, and license requirements.
Requires experience with supervising staff.
Experience working in an industrial equipment plant to be familiar with the fabrication, assembly, testing and installation practices in order to assess capabilities of supply base.
Experience with purchasing products and services required for the operation of an electrical power utility, and the administration of large contracts including scheduling, expediting and negotiating changes, adjustments and warranty.
Commercial experience working with complex aspects of contracts, contract law, business administration. Knowledge of the supply base, the commodity, and influencing market conditions to ensure the success of the strategic approach.
Experience reading and interpreting specifications, production planning and scheduling, quality control, designing, and correcting and maintain supplier performance.
Excellent organization, planning, time management and project management abilities.
Proven ability to meet deadlines with grace under pressure. Ability to communicate verbally to effectively direct and motivate team and others, maintaining a persuasive and credible presentation style at all levels of the organization. Excellent analytical skills and strong attention to detail.
Education and Experience:
This knowledge is considered to be normally acquired either through the completion of a 4 year university degree in a technical, business or related field or by having an equivalent level of education and experience in a related field
