POSITION SUMMARY

The Senior HR Partner provides strategic human resources leadership and consultative services to a group of branches and departments within Metro Halifax. This includes full cycle recruitment, workforce planning, attendance management & support, collective agreement interpretation, performance management, employee development, and employee relations. This position will also have a focus area of inclusion, diversity, equity and accessibility (IDEA), working with staff to implement and support an IDEA framework within the organization. 

This is one of two Senior HR Partner positions each supporting two of the Library’s four districts. Frequent travel to branches and departments is required. The Senior HR Partner meets regularly with HR colleagues located at the Alderney Gate Library, Dartmouth to collaborate on innovative solutions and strategies to improve service delivery.

DUTIES & RESPONSIBILITIES

The Role: Provide advice and guidance on sensitive and complex human resources issues and ensure compliance with legislative requirements, policies, collective agreement provisions, and standard operating proceduresIdentify and lead HR business transformation projects Provide HR information for data driven decision making; analyze and interpret information and metrics to inform decisions and solutions for HR issuesDevelop and deliver HR related training programs to managers, leads and employeesOversee all aspects of the recruitment cycle and selection process for both union and non-union positionsDevelop initiatives and strategies that attract, retain and develop staff in accordance with industry best practicesSupport managers and leads in providing regular employee coaching and feedback Recommend performance management strategies. Advise managers and leads on onboarding, probationary and trial period processes Conduct investigations, advise on disciplinary matters upholding a respectful workplaceAdvise on attendance management & support processes with managers and leadsIn collaboration with the Manager, Wellness, Health & Safety, administer, manage and resolve short-term and long-term illness, injury, WCB and disability claims and appeals and develop early and safe return to work plans for employees

DO YOU HAVE WHAT IT TAKES?

Education & Experience:
Graduate of post-secondary degree/program in Human Resources or an equivalent combination of education, training and experience Minimum of 3-5 years of progressive HR advisory experience with significant experience in the field of inclusion, diversity, equity, and accessibility Chartered Professional in Human Resources (CPHR) designation or ability to achieve 
Other Requirements:Working knowledge of HR trends, Labour Standards, Human Rights, and other relevant legislationsExperienced and knowledgeable in recruitment/selection, training, change management, workplace diversity, and other Human Resource programs and servicesProficiency in Microsoft Office 365 with the ability to use formulas and tools to develop reports and presentations Excellent communication and interpersonal skillsAbility to meet deadlines, accept responsibility, and work with minimal supervisionHigh degree of professionalism and confidentiality at all times when dealing with sensitive issues

TRAVEL

The job requires frequent travel between our various library branches and community sites within the Halifax Regional Municipality. A valid Nova Scotia Driver’s license and access to reliable transportation is necessary.
