POSITION SUMMARY

The Senior HR Partner offers strategic human resources guidance and advisory services to a cluster of branches and departments in Metro Halifax. This entails end-to-end recruitment, workforce planning, attendance management & support, collective agreement interpretation, performance management, employee development, and employee relations. Moreover, there is a particular emphasis on inclusion, diversity, equity, and accessibility (IDEA), collaborating with staff to establish and bolster an IDEA framework within the organization.

This role is one of two Senior HR Partner positions, each supporting two of the Library's four districts. Regular travel to branches and departments is expected. The Senior HR Partner convenes frequently with HR peers stationed at the Alderney Gate Library, Dartmouth, to devise innovative solutions and strategies for enhancing service provision.

DUTIES & RESPONSIBILITIES

The Role:

  • Offer advice and direction on delicate and intricate human resources matters while ensuring compliance with legal requirements, policies, collective agreement terms, and standard procedures
  • Identify and lead HR business transformation initiatives
  • Provide HR insights for data-informed decision-making; assess and explain data and metrics to guide resolutions for HR challenges
  • Create and deliver HR-related training programs for managers, leads, and staff
  • Supervise all facets of the recruitment cycle and selection process for both unionized and non-unionized roles
  • Devise strategies and initiatives that allure, retain, and nurture staff in alignment with leading industry practices
  • Assist managers and leads in delivering consistent employee coaching and feedback
  • Recommend performance management approaches. Counsel managers and leads on onboarding, probationary periods, and trial processes
  • Conduct investigations, provide advice on disciplinary affairs maintaining a respectful workplace environment
  • Advise on attendance management & support procedures with managers and leads
  • In partnership with the Manager, Wellness, Health & Safety, oversee, manage, and resolve short-term and long-term illnesses, injuries, WCB and disability claims and appeals while forming early and safe return-to-work plans for employees

  • Collaborate with senior management on crucial matters/developments concerning inclusion, diversity, equity, and accessibility and extend support for formulating strategies to address them
  • Engage in workforce IDEA endeavors; propose and uphold HR programs, policies, and practices (e.g., Accessibility framework)
  • Contribute to shaping an organization-wide IDEA framework
  • Co-Chair the Library ED&I Committee
  • Maintain current awareness of the latest and optimal practices in equity, diversity, and inclusion

DO YOU HAVE WHAT IT TAKES?

Education & Experience:
  • Graduate of post-secondary Human Resources program or an equivalent mix of education, training, and experience
  • 3-5 years of progressive HR advisory background with a focus on inclusion, diversity, equity, and accessibility
  • Chartered Professional in Human Resources (CPHR) designation or the potential to attain it
Other Requirements:
  • Familiarity with HR trends, Labor Standards, Human Rights, and relevant legislation
  • Seasoned and informed in recruitment/selection, training, change management, workplace diversity, and other HR programs and services
  • Proficiency in Microsoft Office 365 including formulating reports and presentations using formulas and tools
  • Strong communication and interpersonal aptitudes
  • Capability to meet deadlines, assume responsibility, and work independently
  • Exhibit professionalism and confidentiality consistently when handling sensitive matters

Frequent travel is essential between various library branches and community locations within the Halifax Regional Municipality. Possessing a valid Nova Scotia Driver's license and reliable transportation is a prerequisite.TOTAL COMPENSATION
