Job Summary

Come work as a Talent Development Lead with Vancouver Coastal Health (VCH)

Reporting to the Director, Talent Development and Career Pathways, the Talent Development Lead initiates and oversees high-visibility projects that will shape Vancouver Coastal Health’s talent development strategy to recruit retain and grow talent, impact people productivity and deliver analytics and project insights across the organization. Partners with clinical operations leaders to drive aspects of assigned talent development projects and leverage strategic analytical skills with a foundation in people-centric design principles to develop forward-looking approaches for enhancing people attraction, recruitment, onboarding, development, and retention. Collaborates with peers and partners including talent acquisition, people analytics, work design, clinical education, and professional practice leaders with a broad focus to solve talent development challenges across VCH. Identifies opportunities for talent development and organizational improvement, plans and executes improvement initiatives, evaluates project performance, and provides subject matter consultation in talent development. Works with internal and external partners at all levels and inspires others to achieve goals and deliverables through facilitation and effective communication. As a Talent Development Lead with Vancouver Coastal Health you will:

Develop and drive strategies and tactics based on data and analysis to improve and scale talent acquisition and talent development practices and processes. Facilitate the integration of the strategic initiatives and forecasting processes across operational units. Develop and drive initiatives endorsed by the Provincial Health Human Resources Coordination Centre including new entrant and earn and learn programs. Develop action plans to implement talent development strategies and metrics for assessing strategic progress and improvements across the employee life cycle and employee value proposition (including Attraction, Recruitment, Onboarding, Development, Retention, and Exits), talent management and development, technology enhancements, systems solutions, and organizational education pathways. Serve as a subject matter expert and partner with operations leaders and cross-functional colleagues in other people teams, clinical education and professional practice to create, implement, monitor and fully leverage capabilities of talent development strategies and solutions. Communicate with all levels of management within the CoC and/or across VCH to facilitate consensus, consult, negotiate and share information. Liaise with consultants, vendors and other health care entities and other external agencies, including the Ministry of Health and the Ministry of Post Secondary Education and Future Skills. Develop and refine executive briefing and business cases, key performance metrics, and reporting strategies and processes to support the organization’s talent development strategies. Establish detailed project charters, plans, and objectives. Develop project budgets aligning with operational demands and environmental and resource constraints. Lead project teams and use best practice methodology to thoroughly monitor and adhere to allocated budgets and people resources. Maintain ongoing support for initiatives from project sponsors and user groups, keep partners aware of project status and ensures effective communication channels are in place. Perform other related duties as assigned.

Qualifications

Education & Experience

Degree (Master’s preferred) in a relevant field such as Health Services Administration, Human Resources, Business Administration or relevant health care discipline. Seven (7) to ten (10) year's recent, related experience that includes leading projects and change initiatives with organizational impact, and facilitating and managing consultation processes with a wide range of internal and external partners. Current registration with relevant professional College/Association, if applicable. Excellent communication skills to function within a complex interdisciplinary environment.

Knowledge & Abilities

Success in working effectively at senior management levels to impact and influence decision making Initiative, vision, independent thinking and creative problem-solving abilities to implement strategic initiatives. Comprehensive knowledge of project management principles and methodologies and ability to coach team members on these skills. Change management, team leadership, and influencing decision-making at the individual, group, and organizational level Broad knowledge of patient care delivery systems in primary, acute and community settings. Effective facilitation, persuasion and negotiation abilities to achieve consensus, resolve conflict and achieve desired outcomes. Works effectively under time pressure to meet deadlines, balance work priorities and resolve problems in a timely manner. Develops and maintains strong relationships with key internal and external partners to promote and enhance services provided with sensitivity to diversity and Indigenous lens. Practices the recognition, inclusion and support of all types and aspects of diversity at all stages of engagement, with an understanding of the issues faced by people from equity-deserving groups.
