Job Description

The Talent Management Lead is responsible for providing strategic recruitment expertise to the Chief Human Resources Officer and HR Director. The Lead works collaboratively with the HR team to support the delivery of effective talent management programs and partners with hiring leaders to attract strong candidates to Halton Healthcare. The Lead is responsible for providing guidance on strategies and processes, and compliance with policies, regulations, and collective agreements impacting recruitment. The Lead supports the development and application of equity, diversity and inclusion principles to the recruitment process including screening, interview questions and hiring.

The Lead will be responsible for directly supporting complex, leadership and executive recruitment, including partnerships with recruitment firms where applicable. This entails end-to-end recruitment from job description drafting to onboarding plans for the successful incumbent.

This role will also be the subject matter expert on the related HR systems supporting recruitment practices and support system changes or implementations, as required. The Lead will draft policy changes and process documents to guide the internal team and clients.

Core Duties:

Recruitment & Selection Expertise

  • Lead and facilitate discussion(s) with management to identify staffing challenges, potential root causes, current trends, and talent pipelines. Using this information to build a custom short term and long-term talent strategy in conjunction with the Director.
  • Consults, influences and guides the recruitment and selection process for all levels of employment vacancies (i.e. advertisement wording, interview questions, assessments, and testing, and offer details).
  • Coaches, educates, and develops hiring leaders’ skills and abilities in interviewing and selecting candidates.
  • Advise on the appropriate process for internal versus external postings including developing expression of interest versus posting procedures.
  • Recommends, influences, and engages hiring leaders with optimum recruitment methods/principles, identification of selection criteria, and use of testing and assessment tools for leadership vacancies.

Talent Management Strategies & Pipelines

  • Creates and fosters relationships across internal and relevant external networks (i.e. community services, professional associations, social networks) to identify potential future candidates and inform of opportunities
  • Works collaboratively with members of the Recruitment team to support leaders and staff, and ensures the delivery of recruitment best practices.
  • Develops and implements programs for the attraction of diverse candidates and equitable hiring practices.
  • Develops and conducts presentations and hosts recruitment networking events as required.
  • Liaises with colleagues in other Ontario hospitals to understand their processes and practices around difficult-to-fill professional and leadership roles and to gain and share further expertise on sourcing, and assessments.
  • In conjunction with Public Relations, manages Halton Healthcare recruitment brand on social media platforms (e.g. LinkedIn) and ensures good visibility and accuracy of current job openings on multiple platforms.
  • Participates in leadership demographic future forecasting and planning for all programs and levels of leadership in the organization.

Lead Director, Executive and Complex Recruitment

  • Work with the appropriate partner to develop job descriptions and posting for new or revised director or executive roles.
  • Leads the recruitment process end-to-end for Director and Executive level roles.
  • Develop and ensure equitable hiring practices, including recruitment practices for attracting and retaining diverse candidates to leadership roles.
  • Develop leader specific tools and interview questions to support the strategy and values of Halton Healthcare.
  • Work with external recruiters as required including procurement, contract and implementation aspects.
  • Develop onboarding tools and supports for new leaders.

Systems and Metrics

  • Key lead for recruitment related systems specifically the Applicant Tracking System (ATS) and vendor contracts/relationships.
  • Contributes and leads in conjunction with the Director, the recruitment team documents policies, automation, and quality improvement initiatives to increase efficiencies through ATS enhancements and overall process / candidate experience improvements.
  • In conjunction with Decision Support and HR colleagues, leverages hospital systems to collect data and creates reports in order to analyze and coordinate recruitment efforts
  • Develops Key Performance Indicators for the recruitment team and related functions to track progress
Qualifications

  • Degree in Business - Human Resources or equivalent
  • CHRP or Registered Professional Recruiter preferred
  • Minimum 5 years’ experience in a highly complex, unionized environment; healthcare experience preferred
  • Knowledge of talent management and full cycle recruitment best practices
  • Consulting skills to provide advice, guidance and influence leaders
  • Excellent customer service and interpersonal skills
  • Knowledge of applicable employment legislation, human resource policies and practices and employee rights and obligations
  • Ability to build collaborative partnerships to achieve results

Role Type: Hybrid

Hours: Monday to Friday - 8:30am - 4:30pm with ability to flex schedule as required by operational needs.

Salary: $51.537 to $63.851 per hour
