Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families: Responsible and accountable for providing leadership for the planning, coordination, integration, operation, and evaluation of Indigenous Health programs, policies and services throughout Fraser Health (FH), and to promote, enhance and facilitate the embedding of cultural safety and humility within the role of FH. This includes overseeing clinical services including primary care sites, home support programs and elders activity programs and services within or across hospitals, health services areas or public health programs and services. Working in partnership with the First Nations Health Authority (FNHA), Fraser Salish Health Council (FSHC), Metis Nation BC, the Province of BC and the Government of Canada, provides leadership to the senior executive team with the purpose of improving and embedding Indigenous Health Programs and Service Delivery Systems across FH. In collaboration with FH medical leadership, develops and implements the Indigenous Health Services Plan for the organization and evaluates major funding programs. Develops and maintains effective relationships with leaders and executive members of First Nations, Metis and Inuit communities and organizations on behalf of FH to foster effective communication and partnerships with health care leaders. Develops and promotes linkages for project and clinical initiatives at site and system level across FH. Liaises with executive leadership from external service delivery agencies, other health authorities throughout the country, the BC Ministry of Health (MOH), and senior staff in the Federal government to discuss new initiatives, trends, and policy directions. Responsibilities Oversees the development and implementation of the annual FH Indigenous Health priorities consistent with the First Nations Health Plan, the Tri-partite Health Plan and the FH strategic plan to improve health care outcomes for Indigenous people. Participates in and represents FH on MOH planning and policy development for Indigenous Health services; oversees FH partnership with First Nations Health Authority (FNHA), provincial plans and policies through policy development and the education of FH leadership, managers and program staff to embed cultural safety and humility, and the improvement of Indigenous Health outcomes. In collaboration with FH, FNHA, FSHC leadership and, Metis Nation BC formulates long-term health goals, resource planning, health service delivery, and policies and procedures necessary to operationalize the Indigenous Health strategic plan. Provides leadership to the development, implementation and evaluation of strategic plans that enable the organization to meet Indigenous health needs as outlined in the goals and recommendations of the Plan. Ensures the integration and coordination of programs and services in order to create a comprehensive service delivery system designed to meet the Indigenous health status and health care needs of the population within FH. Establishes linkages with other project and clinical initiatives at system and site levels across FH. Collaborates effectively with internal and external partners to develop, manage and evaluate programs/services considering client needs, service delivery interrelationships and service potential within a complex environment. Provides leadership and direction on strategies, planning, design, implementation, delivery and assessment of clinical services including primary care sites, home support programs and elders activity program and services across Fraser Health. Negotiates, facilitates, builds consensus and effectively collaborates to build relationships that promote the achievement of cooperative goals and contribute to an atmosphere of mutual respect. Develops program budgets and allocates funds within the budget to accomplish objectives. Monitors variance against budget. Provides overall leadership and direction to team members using effective management techniques (e.g., coaching, mentoring, skill and leadership development, performance management). Qualifications Master’s Degree in a field related to health care management, supplemented by a minimum ten years’ experience in progressively senior leadership role(s), or an equivalent combination of education, training and experience. Experience in the provision of community-based healthcare delivery systems and experience interacting with Indigenous people and Indigenous leadership (including Elders, Tribal Councils, Friendship Centres, Indigenous service providers, etc.) as well as government agencies and provincial ministries. COMPETENCIES: Demonstrates the leadership practices of the Fraser Health Leadership Framework of Clear, Caring and Courageous and creates the conditions for people to succeed. Professional/Technical Capabilities Demonstrated knowledge of Indigenous health care needs, services and issues as well as knowledge of the culture, protocol, and traditions of Indigenous people to ensure respect, diplomacy and tact to honour established and new relationships as a representative of the health authority. Expert knowledge and understanding of community-based services such as community health centres, Indigenous service providers and traditional healers. Demonstrated expertise with high level policy and program development, implementation and evaluation. Demonstrated knowledge and use of quantitative and qualitative population analysis to develop constructive reports based on results and findings. Sound working knowledge of planning concepts related to service delivery, budgetary, staffing, quality and strategic initiatives. Proven presentation skills within a senior leadership capacity.
