Job Summary

The Engineer or Senior Officer, Signal and Communications Systems is responsible for providing support, testing, training, project design, implementation, and documentation for all associated CN Rail communications systems. The incumbent works on several core systems such as Voice Controlled Communication System (VCCS) radio, Advanced Train Control System (ATCS) radio, Packet Switches (PS), Inspection Sites (WIS), Very High Frequency (VHF) radio, Automatic Equipment Identification (AEI), Wheel Impact Load Detection (WILD) system, and other legacy analog and digital forms of communications. Furthermore, the incumbent provides support for the Walker Yard Control Centre, Scotford Yard, and the Signal and Communications (S&C) Call Desk. In addition, the role takes part in planning and implementing the future of the Office Communication Gateway (OCG) server platform, Cell Router back-up, Satellite Communication Systems, and Rail Automation implementation. Finally, the role is also accountable for assisting the S&C Standards department in the development of new CN communications standards codes of practice.

Main Responsibilities

Office Communication Systems

·Ensure the Centralized Traffic Control (CTC) communication systems are maintained and updated

·Carry out the planning and implementation of circuit applications in parallel to field cut overs

·Support the Packet Switches and OCG system by ensuring proper planning, maintenance, installation, support, and training

·Assist in any CTC investigations and provide field support

·Plan, coordinate, and direct the installation and testing of office S&C devices in accordance with engineering practices and approved railway standards, specifications and procedures

Systems

·Provide support and training on several S&C systems such as ATCS, WIS, WILD and VCCS

·Maintain system availability for the Rail Traffic Control (RTC) and investigate system problems related to hardware and software

·Collaborate with Transportation, Train Control, and Information and Technology (I&T) on any changes involving control and monitoring systems

·Ensure installations are conducted in a timely manner

·Handle project deployment for the core systems

Service Centres

·Oversee and handle day to day activities of the S&C Call Desk, Walker Operations, and Scotford Business Resumption Plan (BRP) to ensure operational efficiency and accuracy standards are maintained

·Lead teams of unionized employees

·Ensure teams have adequate training and development plans

·Ensure regular audits are completed to evaluate quality of work

Legacy Communications

·Provide support to the legacy communications system

·Prepare appropriate documentation

Communications Standards

·Collaborate with various stakeholders to develop and improve CN’s Communication’s standards

·Carry out follow-ups to ensure the standards are well communicated and followed

Working Conditions

The role has standard working conditions in an office environment with a regular workweek from Monday to Friday. The role requires being available on-call 24/7 to respond to critical incidences related to the safe movement of trains. The job requires minimal travel (20%) and field work.

Requirements

Experience

Rail Communication Systems

·Minimum 1 year of maintenance experience with ATCS

·Experience with existing rail communications systems such as AServer and VHF radio or other related communications mediums

·Minimum 2 years of maintenance experience with OCG or PS*

·Minimum 1 year of maintenance experience with WIS, AEI, WILD or VCCS*

*Any experience for these above would be considered as an asset

Education/Certification/Designation

·Associate’s Degree or Diploma in Electronics, Electrical Engineering, Wireless or Telecommunication Systems, or equivalent

·Bachelor’s Degree in Electronics, Electrical Engineering, Wireless or Telecommunication Systems, or similar equivalent*

·Canadian Rail Operating Rules (CROR) certification*

*Any designation for these above would be considered as an asset
