Reporting to the Divisional Youth Secretary (DYS), the Divisional Camping Ministries Director (DCMD) provides leadership and oversight of the divisional camping ministries (including recruitment and supervision of camp staff, spiritual health of camping ministries, property management /maintenance, food services, hospitality services, guest services, program, and strategic operations). The DCMD is responsible for the safety and well-being of all campers, staff, guests, and volunteers. The DCMD will, in collaboration with the DYS, ensure that all programs and services are delivered in accordance with The Salvation Army's mission, vision, and values.

KEY RESPONSIBILITIES:
General Leadership:
Provide leadership, oversight, and direction to all aspects of camp operations in accordance with the Mission, Vision, and Values of The Salvation Army in consultation with the DYS. Participate in the planning, developing, and executing of strategic initiatives for camping ministry. Review, recommend changes, and develop policies, procedures and implement methods of operation for an effective and efficient camping ministry. Monitor practices to ensure compliance with accreditation standards, relevant health and safety standards, camp inspections and certifications and prepare, submit, and act on incident reports, including recommending proactive prevention measures. Provide leadership to the direct reports through regularly scheduled team meetings, as well as one on one meetings to establish clear objectives and review performance, both informally and formally. Ensure that the DYS is informed immediately of any serious incidents, issues, and complaints. Ensure TSA policies, practices, and procedures are followed by campers, staff, and volunteers. In consultation with the DYS, ensure that the requirements of The Salvation Army and the appropriate provincial camping associations are consistently met, including any government regulations and laws. As directed by the DYS, liaise with Business (Finance and Property) and Human Relations personnel at Divisional Headquarters.Day to Day Operations:
Responsible for the day-to-day operation of each divisional camp’s operations/properties, including identifying and resolving potential risk situations and ensuring the protection, security, and peaceful enjoyment of all properties. Prepare, conduct, and arrange pre-camp and in-service staff training (including operational, program and spiritual). Set and supervise opening and closing-day procedures for staff and campers; develop routines, schedules, and procedures for camp operation. Supervise and evaluate, or ensure evaluations of, all operations and program staff. Monitor the delivery of safe, high-quality camp programs; define and monitor crisis management plans, including emergency procedures. Ensure that the divisional camping ministry consistently strives to provide guests and campers with a high level of service and overall value. Responsible for recruiting campers and staff. Monitor safety and all procedures as they pertain to the complete supervision of all campers and staff. Help provide an atmosphere for developing good morale and well-being among the camp family. Identify potential clients (rental groups) and provide them with relevant facility rental information. Campbrain/Amilia (software): confirm, document, and coordinate all bookings; ensure that deposits and rental fees and balances are received; oversee the onsite coordination and hosting of guest groups. Responsible for the processing of camper applications for all divisional youth camps, including tracking and processing all camp fees and filing and updating applications as they are received. Identify, develop, and implement improved methods of operating an effective and efficient rental experience. Monitor costs associated with rental groups and make recommendations regarding appropriate fees and rental rates. Survey clientele to determine their needs, expectations, and future rental opportunities.Property, Buildings, Equipment, and Inventory:
Manage property development and maintenance needs to ensure stewardship of current resources and identification of future needs including the supervision of Property Maintenance supervisors at both camp sites. Ensure the facilities are well-maintained, proactive maintenance is conducted, and the facilities meet compliance standards and government regulations. Ensure the final camp clean-up and storage of camp property for winter shutdown is coordinated. Ensure work completed by external trades, contractors, and service providers is undertaken in accordance with approved quotations, including completing inspection reports and follow-up responses to noted deficiencies.Supervisory and Administrative Duties:
Oversee the hiring of all summer camp staff, orientate, train, evaluate, recognize, and recommend disciplinary actions, including termination, in concert with Territorial/Divisional standards and Divisional Human Relations. Responsible for carrying out the strategic plan and achieving the vision for the camp. Give oversight to on-site camp staff to ensure smooth day-to-day camp operations, and to ensure the implementation of operational plans for maintenance and janitorial, including benchmarks for services and preventative scheduling for the structures, mechanical, vehicles, security systems, alarm systems, kitchen facilities, etc., are completed, monitored, and reviewed as required. Conduct regular performance appraisals and learning plans of direct reports and address performance issues when they arise in consultation with the DYS. To ensure the smooth running of divisional events that operate in partnership with divisional camps liaison with other program directors (e.g., music camp, women's camp, men's camp) in collaboration with the DYS. Oversee all permanent, temporary and on-call maintenance, food services, hospitality services and housekeeping staff; continually monitor and evaluate operations staff. May direct and supervise volunteers, including recruitment, selection, orientation, training, evaluation, performance management, and discipline. Ensure direct reports complete the mandatory training and e-learning within the set time frame and constantly review staff’s skills and competencies to adequately meet the job requirements. Ensure staff have completed (or are up to date on) the necessary requirements for police checks and child abuse registry checks as per territorial requirements/standards. Ensure the completion of administrative duties which include documentation, tracking statistics and assisting other program staff/volunteers as needed. Maintain confidentiality and keeps accurate files and statistical records. Ensure all requisitions for purchases, services are processed according to established procedures. Ensure all administrative tasks are completed accurately and on time, including all paperwork associated with payroll, staff scheduling, camper attendance, parent communication, etc.Health and Safety:
Ensure that Health & Safety procedures are being followed and maintained. Responsible for working in compliance with applicable provincial Occupational Health & Safety Act (OHSA) and regulations. Oversee a Joint Occupational Health & Safety Committee for both Divisional Camps Responsible to report any infractions or problems in accordance with policy and procedure. Assist in ensuring that all new employees and volunteers are made aware of emergency procedures and are prepared to implement them immediately as necessary and that all employees and volunteers adopt safe work practices in line with The Salvation Army policies and procedures. Ensure that Liability Incident Reports and WorkSafe BC reports are filed in the event of an employee or volunteer incident and/or accident at the workplace. The incumbent is responsible to develop and oversee the annual budget. Monitors departmental expenditures. May liaise with auditors/funding officials. The incumbent is regularly involved in all financial matters. The incumbent will be authorized to spend, disburse, or collect amounts of cash.Working Conditions:
The incumbent will have to travel within the division and be present at both camp sites as necessary. Permanent housing is not provided. Shifts and outside work. The incumbent will be required to live on-site alternating between both divisional camps for the summer camping season, and being available year-round, as needed, at both camps. The job requires frequently lifting/moving equipment, room set-up, a moderate amount of teaching, leading, etc. Computer work. Possibility of intervening in physical confrontations. The incumbent is required to lift up to 50 pounds with no assistance from others. Exposure to communicable diseases and bodily fluids. QUALIFICATIONS AND EDUCATION REQUIREMENTS:

Completion of a formal post-secondary/college program of two academic years in a related field Must maintain a current, valid First Aid & C.P.R. Certificate, specifically OFA-Level 1 (preference given to OFA-Level 3). Must complete the mandatory provincial curriculum training and hold any certification required by the province. Non-violent crisis intervention training (can be obtained after incumbent is hired).Experience and Skilled Knowledge Requirements:
A minimum of five (5) years of general related experience including three (3) years of experience in facilities and camp management, business management, human resources management, budget management/controls, supervising/managing people, managing resources and communicating orally and corresponding with suppliers and community partners is preferred. Mature spiritual experience. Knowledge of online booking systems (CAMPBRAIN, Amilia or similar) would be an asset. Software training will be provided as needed. Knowledge of Health and Safety Regulations specific to camp. Valid driver’s license: a current driver abstract for review and verification that is satisfactory to The Salvation Army, in its sole discretion, is required. Proficient computer skills in using all aspects of Microsoft Office.Skills and Capabilities:
Must have an understanding of and support for the mission and purpose of The Salvation Army in Canada and Bermuda and its implications as related to position responsibilities, exemplifying Christian standards of conduct Willingness to develop a knowledge of the Salvation Army culture, policies and organizational structure. Ability to provide an original copy of a Background Check that is satisfactory to The Salvation Army, in its sole discretion. Review of Criminal Record Check with Vulnerable Sector (no more than 3 years old) is required. Clearance through the Salvation Army’s child & youth abuse prevention protocols. The Salvation Army Armatus abuse training must be completed immediately upon hiring. Demonstrates an active interest and attitude suitable for working with and developing teens and young adults. Experience working with children would be an asset. Ability to put children at ease and create a warm environment in which a child can develop fully, and where teens and young adults can develop life and work skills in a safe, learning environment. Good written and verbal communication skills. Ability to work independently in a detailed, professional and courteous manner.
