The First Nations Capital & Infrastructure Agency of Saskatchewan (FNCIAS) is a non-profit, indigenous led organization that has been recently established to take over care and control of funding for on-reserve housing and delivery of Major Capital programs and services from the Government of Canada.

Position Description

Reporting to the VP, Operations and Professional Services, the Asset Management Engineer will be part of a multidisciplinary team responsible for the coordination of First Nation specific data collection (Infrastructure and housing), asset management activities, feasibility studies, design review, procurement, construction management tracking, policy development, review, coordination and project management of capital project delivery for communities, land use and community planning as well as capacity development and training in collaboration First Nation technical contacts.

The role will support member First Nations in their asset condition assessment activities, verification, and identification of current assets, developing comprehensive asset inventories, completing life-cycle costing, risk analysis, and calculation of operations and maintenance (O&M) funding requirements. You will be responsible for working with and liaising between First Nation contacts, Tribal Council technical teams, and other First Nation led support agencies and institutions.

  • Asset Assessment Pilot Project
    • Coordinate third party services providers that are responsible for completing asset assessments and inventories. Review and respond to final Asset Assessment Pilot Project (AAPP) deliverables from service providers in coordination with First Nation infrastructure contacts.
    • Review and evaluate inspection, operations and maintenance (O&M) plans and financial records to ensure assets are properly maintained and comply with regulatory standards and Level of Service Standards (as currently set by Indigenous Services Canada).
    • Coordinate thorough assessments of assets within First Nations communities, taking into consideration their cultural, social, health, safety, and environmental significance.
    • Develop and maintain asset registers, documentation, and asset life cycle plans to ensure accurate asset tracking, maintenance history, and compliance with regulatory requirements.
    • Coordinate and contribute to First Nation Public Works and Infrastructure administration capacity assessments to assist Nations with internal capacity development and training.
  • Housing Conditions Assessment Pilot Project
    • Assist FNCIAS Housing Specialist to Coordinate third party services providers that are responsible for completing Housing Conditions Assessments.
    • Assist in review and responses to final Housing Conditions Assessment (HCA) deliverables from service providers in coordination with First Nation housing contacts.
    • Review and evaluate inspection, operations, and maintenance (O&M) plans and financial records to ensure that member Nations have required resources and support to ensure that housing assets are properly maintained and comply with federal and provincial building codes and standards.
    • Assist the development and maintenance internal housing asset registers, documentation, and asset life cycle plans that will support funding requests and housing management needs of member Nations.
    • Coordinate and contribute to First Nation Housing administration capacity assessments to assist Nations with internal capacity development and training.
  • First Nation Development Plans
    • Coordinate Third Party Service Providers who have been contracted by FNCIAS to develop First Nation Development Plans in collaboration with relevant stakeholders, including First Nations organizations, community leaders, and government agencies.
    • Develop and recommend asset management strategies to optimize the performance, availability, and reliability of Member Nation assets.
    • Develop approaches and standards regarding applicable land use and community development planning activities for First Nations that contemplate long-term planning, growth, population projections, infrastructure and land use considerations.
    • Assist with yearly capital planning funding activities, performing statistical and other analyses on asset condition, performance, and risk data. Help identify and develop long-term inspection schedules, implementation strategies, and internal development planning and resources requirements for First Nations.
    • Assess risks associated with asset management within First Nations communities and develop mitigation plans in consultation with community leaders and relevant stakeholders.
  • Member Nation Collaboration
    • Build and maintain strong relationships with First Nations leadership, officials, community members and technical staff in the province.
    • Collaborate closely with Member Nations to understand their unique needs, goals, and priorities in asset management.
    • Collaborate with external vendors, contractors, and experts to provide guidance and support in implementing asset management strategies within First Nations communities.
    • Facilitate capacity-building initiatives and training programs to strengthen First Nations communities in managing their assets effectively and sustainably.
    • Collaborate with Member Nations to identify areas for improvement, and report on asset management metrics to stakeholders and government agencies.
  • Working Groups Liaison
    • Responsible for engaging with working groups, liaising with First Nation technicians, and for reviewing, researching, and developing new asset management planning tools, guides, and support.
    • Collaborate with cross-functional teams, including operations, maintenance, and finance, to identify and prioritize critical assets and develop appropriate asset management plans.
    • Identify, track, monitor and report on issues, concerns, feedback, commitments, and interests identified by Member Nations and stakeholder groups.
  • Expertise and Best Practices
    • Ensure compliance with relevant regulatory requirements, industry standards, and level of service requirements specific to First Nations communities.
    • Development of asset related guides, manuals, and templates in support of Member Nation capacity building activities.
    • Stay up to date with industry best practices, emerging technologies, and regulatory changes related to asset management within First Nations communities, and incorporate them into the Nation's asset management strategies and plans.
    • Develop and provide tools for Member Nations to monitor and analyze key performance indicators (KPIs) to track asset performance within their communities.
    • Utilize advanced data analytics techniques to analyze asset performance data, identify trends, and make data-driven decisions to improve asset reliability and reduce downtime within First Nations communities.
    • Provide variance analysis of actual achievements compared to desired results including examination of plans/policies that may affect priorities, and/or resources.
  • Other duties
    • Attends and participates in conferences, panels, tours, public events, roundtables, and other opportunities in support of the organization's engagement and stakeholder relations efforts.
    • Travel within Saskatchewan to First Nation communities for meetings, engagements, project oversight, and general First Nation technician support and relationship development.
    • Other duties as assigned.

Education and Experience

  • Bachelor's degree in Engineering, Commerce, Business Administration or a related field. A master's degree is preferred.
  • P.Eng. designation and license within Saskatchewan (or equivalent provincial regulatory body) is advantageous or active pursuit of your professional designation as an Engineer In Training (E.I.T.) is preferred.
  • Professional certifications in asset management (e.g., Certified Asset Management Professional - CAMP)

Successful candidates in this position may come from a variety of academic and/or experiential backgrounds, however demonstrating a passion for improving housing and infrastructure outcomes on reserve lands is mandatory.

Desirable Experience and Qualities

  • Proven work experience in asset management, preferably in an engineering or technical capacity and a demonstrated application of engineering principles.
  • Familiarity with relevant regulatory requirements and industry standards, including those specific to First Nation communities.
  • Familiarity and experience with Graphical Information Systems (GIS) software and integration of infrastructure and housing assets within GIS based platforms.
  • Strong knowledge of asset management principles, methodologies, and best practices.
  • Demonstrated passion for improving housing and infrastructure outcomes on reserve lands.
  • Experience with First Nations knowledge systems and worldviews with sensitivity to the cultural, social, and environmental aspects relevant to First Nation communities.
  • Strong communication and interpersonal skills to effectively collaborate with cross-functional teams, stakeholders, and First Nation communities.
  • Experience building partnerships and working with First Nation businesses, community members, First Nation leadership, governments, and organizations.
  • High level of integrity and personal accountability.
  • Proficient in data analysis and using software tools for asset performance monitoring and reporting.
  • Detail-oriented with the ability to manage multiple priorities, meet deadlines, and coordinate or manage successful project delivery.
  • Knowledge of asset management software systems and databases.
  • Strong facilitative, negotiation, influencing, written communication, and presentation skills.
  • Excellent computer skills including proficiency with project management, asset management, and GIS systems, as well as experience using SharePoint, Microsoft Office including Outlook, Excel, Word and Teams.
