The Program & Performance Management Lead is responsible for providing strategic leadership, expert analysis, and authoritative guidance to drive enterprise-wide program, project, and performance management across Supply Ontario (SO), in partnership with ministry stakeholders and external organizations.

You will oversee a diverse range of initiatives, including internal projects, cross-functional efforts, procurement programs, and innovation/transformation initiatives, ensuring they align with SO's mandate, key objectives, and priorities. This position will be responsible for offering strategic direction to stakeholders in designing and implementing effective program management, performance measurement systems, and benefit realization plans, all in line with SO's program frameworks.

In this role, your key responsibilities will include:

  • Leading the development, adoption, and continuous improvement of tools, methodologies, and systems to support effective program oversight, data gathering, and performance analysis across the organization.
  • Providing strategic direction and collaborating with teams to design and implement performance metrics that measure project, program, and initiative progress toward SO's objectives, ensuring consistency in benefits delivery across all functional areas.
  • Leading the delivery of expert advise, consultation, and strategic guidance to the program analysis and reporting functions, ensuring Program Management and Delivery team members are resourced, trained, and aligned with organizational objectives.
  • Identifying, analyzing, and mitigating sensitive, high-impact issues affecting SO's benefits realization framework, providing risk management strategies and proactive solutions to ensure the timely delivery of corporate objectives.
  • Maintaining a comprehensive understanding of emerging trends in program management and performance measurement, integrating relevant insights into SO's operations.
  • Facilitating discussions with internal teams, ministry partners, and external stakeholders to establish and refine reporting frameworks to support informed decision making and internal performance management.
  • Directing the development and maintenance of performance dashboards, analytical reports, and key metrics for monitoring organizational initiatives.
  • Ensuring the quality, consistency, and integrity of performance data by working with SO's data and business intelligence teams to resolve data-related issues.
  • Maintaining documentation of analytical methodologies that safeguards the accuracy and accessibility of historical performance data for forecasting and evaluations.
  • Leading the organization-wide and cross-sectoral engagements to align SO's benefits realization framework with government goals and priorities.
  • Preparing, approving, and presenting detailed analyses, recommendations, and strategic options to project stakeholder and senior leadership, supported by comprehensive reports and briefing materials.
  • Overseeing the development of organization-wide performance measures to ensure alignment with strategic objectives and facilitate evidence-based decision-making.
  • Conducting advanced data modeling and evaluation to quantify program value creation and assess benefits realization outcomes.
  • In consultation with management, providing strategic oversight to project teams, external stakeholder teams, and branch staff, ensuring consistency and excellence in program management, delivery, and outcomes.
  • Monitoring the performance and outcomes of teams to ensure alignment with enterprise goals and strategic objectives.
  • Mentoring and building capacity within teams to enhance organizational capabilities and ensure alignment with SO's mandate.
  • Developing and maintaining critical relationships with internal divisions, oversight ministry counterparts, and external stakeholders to advance SO's mandate and objectives.
  • Representing SO in external engagements, serving as a key point of contact for enterprise-wide initiatives and issues management activities.
  • Establishing and enforcing standards for stakeholder engagement to ensure seamless collaboration and information flow between subordinate teams and strategic partners.

Successful candidates will demonstrate the following:

  • Post-secondary degree in Public Policy/Administration, Business Administration, or related field, or equivalent experience.
  • A minimum of five (5) years of experience in a program/project management environment.
  • Demonstrated expertise in performance measurement, program management, public sector innovation, and data-driven decision-making within a complex organization.
  • Substantial experience providing strategic guidance to program management teams and fostering organizational alignment with strategic objectives.
  • Comprehensive knowledge of program management, performance measurement methodologies, including outcome-based metrics, baseline establishment, target setting, and data collection systems.
  • Proficiency in project management methodologies and tools across all phases of the project lifecycle.
  • Advanced capabilities in data analysis, data modeling, and the use of visualization tools to translate insights into actionable strategies.
  • Expertise in program management oversight at both strategic and operational levels, with the ability to coach team members.
  • Strong understanding of risk management principles, environmental factors, and best practices in program and performance management.
  • Exceptional leadership skills, with the ability to mentor teams, manage diverse portfolios, and oversee complex, cross-functional projects.
  • Strong communication, facilitation, and stakeholder relationship management skills.

Supply Ontario offers a competitive compensation package including benefits and defined benefit pension plan.

The selected candidate will be required to reside and work in Ontario and be legally eligible to work in Canada.

This job offers the opportunity to work from home as part of a hybrid work arrangement; at the time of posting, this position would require in-office presence 3 days per week, based on current operational requirements.
