Enterprise Architect

Position Summary

The Enterprise Architect will develop, recommend, and implement IT Enterprise Architecture (EA) strategies, standards, and deliverables aligned with the Ontario Public Service (OPS) governance model. The ideal candidate will possess hands-on experience in enterprise architecture governance, compliance with OPS standards (GO-ITS, FIPPA, PHIPPA), and the ability to bridge business, data, application, and technology domains in a large-scale public sector environment.

Responsibilities

• Develop and manage enterprise architecture frameworks, strategies, and artifacts aligned with OPS EA governance.
• Produce architecture artifacts including current/target state models, solution blueprints, and reference architectures.
• Prepare documentation and materials for Architecture Review Boards (ARB) and AI Governance reviews (AGP 1/2).
• Align technology solutions with business strategies and OPS digital transformation goals.
• Conduct TRA (Threat and Risk Assessments) and ensure compliance with GO-ITS security standards.
• Identify and mitigate technology risks and interdependencies across projects.
• Contribute to enterprise architecture governance processes and knowledge repositories.
• Facilitate architecture sessions and stakeholder engagement across ministries and I&IT clusters.
• Develop technology roadmaps and system integration plans for modernization and data-sharing initiatives.
• Prepare risk and compliance reports addressing privacy, security, and interoperability.

Education and Certifications

• Bachelor's degree in Computer Science, Information Technology, or a related field (Master's preferred).
• Certifications such as TOGAF or Azure Solutions Architect are strongly preferred.

Experience and Technical Skills

Experience (50%)

• 3–5 years of progressive experience in enterprise or solution architecture within OPS or a large public sector environment.
• Demonstrated experience supporting OPS enterprise architecture governance, including delivery of required artifacts.
• Strong understanding of GO-ITS, FIPPA, PHIPPA, and ARA compliance standards.
• Proven track record in preparing and presenting ARB/AI Governance materials (AGP 1/2).
• Familiarity with OPS I&IT standards, shared services, and digital transformation initiatives.
• Proven ability to integrate AI-driven solutions into enterprise architecture.

Technical Skills (35%)

• Deep understanding of EA frameworks and their application in public sector contexts.
• Expertise in Microsoft Azure architecture (security, networking, identity, monitoring, and data services).
• Strong background in enterprise integration (API, ESB, microservices, middleware).
• Familiarity with ITIL, PMO Stage Gate, and OPS change management processes.
• Knowledge of cloud-based security and compliance best practices.

Leadership & Collaboration (15%)

• Strong leadership and communication skills, capable of influencing cross-functional teams.
• Experience presenting technical concepts to business stakeholders.
• Proven ability to operate independently in a governance-driven environment.

• Architecture artifacts (current/target state, blueprints, patterns).
• ARB/AI Governance review documentation and compliance reports.
• EA governance support materials and repository contributions.
• Stakeholder engagement materials and architecture workshop outputs.
• Technology roadmaps and modernization plans.
• TRA, privacy, and risk assessment documentation.

Desirable Skills

• Experience with stakeholder engagement, presentations, and executive briefings.
• Project management experience in large enterprise environments.

Job Types: Full-time, Fixed term contract

Contract length: 12 months

Pay: From $90.00 per hour
