Job Summary:

The incumbent oversees departmental operations and leads the planning, delivery, and maintenance of parks, trails, green spaces, and community events. The role provides management-level leadership in setting departmental goals, budgets, and strategies, to ensure efficient and effective programs and services.

Duties and Responsibilities:
  • Manages the planning, development, and maintenance of programs, parks, trails, green spaces, playgrounds, campgrounds and cemeteries in the City, including the Fire Smart program.

  • Provides strategic leadership and technical expertise in the planning, design, and delivery of major parks, greenspace, and outdoor recreation projects.

  • Recruits, directs, coaches and appraises direct reporting staff and, through delegation, all departmental staff.

  • Provides a community and intergovernmental liaison function, coordinating with City departments, other governments, partners, and the public on parks and green-space initiatives and inquiries.

  • Conducts major studies and needs assessments, and develops strategies, directives, and procedures to advance parks, trails, playgrounds, cemeteries, outdoor public spaces and related community services and initiatives.

  • Ensures, so far as is reasonably practicable, that safety procedures and standards are followed by staff throughout the department.

  • Prepares and controls the Parks Department's annual Operation and Capital budgets.

  • Prepares and evaluates tenders, quotations, proposal calls and reports and awards or recommends awards in accordance with the City's Purchasing Policy.

  • Acts as Director, as assigned

  • Identify alternative funding sources to support strategic direction and community projects.

  • Other related duties.

Job Requirements:

Working Conditions:

Majority of the work is performed under normal office conditions with frequent internal and external meetings. Site visits to outside work/construction sites are required. Evening and weekend work is common.

Knowledge and Skills
  • Degree in Parks and Recreation Management, Parks Management, or a related field
  • Minimum eight years' progressive, related experience, four of which have been at a supervisory or management level.
  • Parks or urban planning experience is an asset.
  • On the job experience — 12 months.
  • Demonstrated management experience including budgeting, strategic planning, and contributing to organizational decision-making.
  • Strong organizational skills with the ability to prioritize and manage multiple tasks independently.
  • Effective leadership and interpersonal skills, including communication, team building, stakeholder engagement, and operational and financial problem-solving.
  • Excellent written and verbal communication skills, with the ability to prepare reports, proposals, and presentations for senior management and Council. Ability to foster and maintain effective relationships among peers and/or stakeholders.
  • Class 5 driver's license.

An equivalent combination of education, training and experience may be considered.
