Payband: This position is paid at Payband I.

Hours: Monday to Friday, 8:30 a.m. to 4:30 p.m., with occasional evenings and weekends to support program activities.

Position Summary: To assist job seekers to identify their workplace options, to return to work or enter training, the incumbent promotes, facilitates and monitors the various elements of Employment Services program in London and Middlesex County. Specifically this includes developing marketing and providing program information individually, in groups or workshops, recruiting participants, interviewing and assessing their needs, life skills and career and advising, job referrals and placement; workplace on-site monitoring. Similarly, the incumbent assists employers, helping them identify and recruit workers, developing the training plan, and contracting for wage subsidies. To be effective for the client and the employer, the incumbent will have knowledge and regularly interact with community agencies that cover the full range of support services.

Duties and Responsibilities:

Client Service & Career Planning

  • Provides information, service and resource materials to the general public to inform about CES, other relevant education, training and employment programs, and the labour market. Determines clients' needs and eligibility for service. Refers to appropriate CES service or other agency service s
  • Conducts CES intake and assessment interview to assess client's eligibility, skills, education, interests, experience, employment barriers and other relevant information. Collaborating with client, incumbent develops career action plan specifying client's vocational goals, barriers and steps leading to workplace success
  • Provides on-going individual client assistance and support, makes referrals to job vacancies and/or other services appropriate to client's goals. May directly facilitate job placement. Regularly assesses client's progress, and in consultation with client, amends action plan accordingly

Employer Engagement & Job Development

  • Identifies potential employers and promotes and arranges employment opportunities for clients according to job connect guidelines. Employment may be job shadowing, volunteering, job trials and on-the-job placement.
  • Within department guidelines, contracts for placement financial hiring incentives, payment and training plan with employers and clients.
  • Assesses work site suitability related to safety and quality of training; completes on-site reviews, maintains documentation and inputs required data.
  • Responds and problem solves to resolve conflicts between client and employer.
  • Co-ordinates and monitors progress of expenditure of subsidies to employers. Tracks stated employee requirements with actual employment created. Maintains subsidy documentation and reports statistics as required.

Workshops, Presentations & Community Outreach

  • Develops and presents employment support services presentations and workshops (e.g. resume writing).
  • Provides employment information to a range of audiences (clients, summer students, schools, guidance councillors, employers, the general public and/or other relevant interest groups).
  • R uns events such as job fairs and labour market information sessions for potential new employers/businesses start ups.
  • Conducts other related activities to raise employment activity levels in the local labour market.

Administration & Documentation

  • Maintains client and employer documentation according to department guidelines and established office procedures.
  • Liaises with employers, government agencies, community and educational agencies; attends and is a program exhibitor at employment oriented events.
  • Maintains good knowledge of the local labour market and remains current in new delivery technologies.

Qualifications :

  • Post-secondary 3 -year diploma in Human Services, Adult Education Diploma, literacy and career counselling, Human Resources or conflict resolution training, Career Development Practitioner
  • Minimum 2 years of Consultant experience in local labour market conditions career and employment guidance, employment workshop design and delivery and job placement and direct service to employers
  • An equivalent combination of education and experience may be considered
  • Must have worked in a human services environment where client needs are assessed and action taken to resolve problems
  • Experience in working with youth is a necessity
