The Clean Energy Branch provides leadership and direction to help transition the electricity, building, and transportation sectors to clean energy, and efficient energy use. The Branch focuses on policies and programs that help achieve the Province's clean energy and greenhouse gas (GHG) reduction goals, while maximizing benefits to Nova Scotians by promoting local energy production, system reliability and equity.

About Our Opportunity
As Manager of the Clean Buildings team, you will have the unique opportunity to help shape, guide and support the development of climate change mitigation policy and programs in the buildings sector. This includes energy efficiency, beneficial electrification, demand response, green workforce development and other buildings related initiatives.

Supporting the Province's efforts to support energy efficiency, reduce GHG emissions, create jobs and transition to a low carbon economy, you will work collaboratively with senior staff on policy analysis and program development and implementation to meet our overarching goals.

Primary Accountabilities
Some of the primary accountabilities in this role include:

  • Reporting to the Director, Clean Buildings, the Manager is accountable for overseeing the development and delivery of a range of policies, programs and initiatives that promote energy efficiency, workforce development and GHG reductions in the buildings sector. These include programs and initiatives to address energy poverty, promote equity and reduce oil heating.
  • The Manager provides recommendations on policy/regulatory development and collaborative, focused studies and research projects that will help Nova Scotia maintain its leadership position in energy efficiency and sustainable energy use.
  • The Manager plays a lead role in developing funding submissions, negotiating and managing contracts and supporting the development of the Clean Buildings Team's energy efficiency and low-carbon initiatives.
  • This position acts as a key contact between the Department of Energy and our Efficiency Nova Scotia franchise, program delivery agents, municipalities, First Nations communities, and other key stakeholders to coordinate efforts in planning and developing policy as well as providing linkages to ensure resources are utilized effectively.
  • This position manages the day-to-day workflow of a small group of staff in the Clean Buildings team and is responsible for coordinating workplans and handling HR items.
  • This position also works collaboratively with managers across the department to integrate efforts in planning the development of policy and regulatory approaches and practices.

Qualifications And Experience
To be considered for this opportunity, you have a bachelor's degree in a related field (such as science, engineering, or business and administration) and several years of related experience, or an equivalent combination of training and experience may also be considered.

As the successful candidate, you will demonstrate a strong knowledge of the provincial energy policy context and the Province's energy efficiency, sustainable energy and climate change mitigation strategies and funding programs.

You will have strong skills in program design and evaluation, stakeholder relations, public engagement, preparing funding applications and managing program delivery.

You will have experience in developing funding submissions, negotiating and managing contracts.

You will have excellent communication (verbal and written), interpersonal, presentation and consultation skills. You will be able to work independently and engage effectively with senior decision makers.

In addition to the above, experience supervising staff and leading senior level project and program teams is considered an asset.

Working Conditions

  • Normal work week is 35 hours/week, 7 hours/day.
  • Mostly office-based work with occasional requirements to travel and attend meetings, within Nova Scotia and to other provinces.
  • Considerable and sustained pressure from deadlines, conflicting demands and stakeholder opinion, continuous change, and ambiguity.

This is a full-time term position based in Halifax, Nova Scotia with a projected end date of Feb 1, 2027.
