The Board of Trade is looking for a skilled Employer Advisor to be a trusted partner for local businesses. In this role, you'll guide employers through WorkplaceNL, occupational health and safety, and claims and appeals processes. By helping businesses reduce risk, manage claims effectively, and support safe and timely return-to-work, you'll enable them to focus on what matters most: supporting their talent, growing their organizations and contributing to Newfoundland and Labrador's economy.

The Role

Reporting to the Director, Employer Advisors, this role serves as a trusted partner to Board of Trade members by helping employers navigate WorkplaceNL, occupational health and safety, and workers' compensation. You will provide expert advice, oversee and advance claims management strategies that advocate for employer interests, and lead return-to-work approaches that balance business continuity with employee well-being. The position offers both variety and influence—advising on complex cases, representing employers in appeals, and delivering training that strengthens workplace practices across Newfoundland and Labrador. Key Areas of Leadership and Oversight:

  1. Advisory & Advocacy:
    Serve as a trusted advisor to employers on workplace health and safety legislation, providing clear and practical compliance and risk management guidance to foster safer workplaces, and preparing submissions while representing employers in WorkplaceNL reviews and appeals.
  2. Claims & Return-to-Work Management:
    Lead Early and Safe Return-to-Work initiatives—including functional job demands analysis, modified work planning, and coordination with physicians and WorkplaceNL—while developing proactive claims management strategies that represent employer interests and supporting timely, sustainable return-to-work outcomes that balance business and employee needs.
  3. Research & Policy:
    Conduct legislative research, jurisdictional benchmarking, and policy analysis to inform strategic positions, while drafting briefing materials, employer guidance, and submissions that amplify the business community's voice, and monitoring evolving legislation and case law to identify risks and opportunities for employers.
  4. Training & Employer Engagement:
    Develop and deliver training, workshops, and resources on WorkplaceNL processes, employer responsibilities, and injury prevention best practices, while supporting employers in building internal capacity for effective claims management and safe return-to-work, and serving as a visible, accessible resource that strengthens relationships across the business community.

The Ideal Candidate

You are a trusted advisor who translates complex legislation into practical guidance and advocates effectively for employers, bringing technical expertise in workers' compensation, occupational health and safety, or related areas of human resources together with strong interpersonal skills. Thriving in roles where no two days are alike, you balance detailed casework with strategic policy analysis, one-on-one employer support with broader training and advocacy, and are recognized as approachable, reliable, and pragmatic. Employers value your sound judgment and empathy in resolving challenges while ensuring safe, fair, and timely outcomes for employees. Equally comfortable working independently or collaborating across sectors, you build strong relationships with employers, regulators, and professional peers, motivated by the opportunity to make workplaces safer, stronger, and better equipped to succeed.

Qualifications and Experience:

While the Search Committee recognizes that no one candidate is likely to meet all qualifications in equal measure, those listed below are desirable and will be used to will guide our assessment of candidates.

  • A university degree in Business, Political Science, Human Resources, Kinesiology, Occupational Therapy, or another relevant discipline (or an equivalent combination of education and experience).
  • CPHR designation or progress toward it is considered an asset.
  • 3–5 years of experience in workers' compensation, occupational health and safety, human resources, or a related advisory/advocacy role.
  • Experience with return-to-work planning, disability management, or claims management is strongly valued.
  • Expertise in legislation, negotiation, and employer advocacy.
  • Knowledge of workers' compensation systems, WorkplaceNL legislation, and occupational health and safety frameworks considered an asset.
  • Proven ability to work independently while building effective relationships with employers, regulators, and other stakeholders.

Skills and Attributes:

  • Strong analytical capabilities and sound judgment in interpreting legislation and managing complex files.
  • Strong facilitation and presentation skills, able to engage audiences at all levels.
  • Empathy and resilience, with the ability to support employers and employees through sensitive and sometimes contentious workplace issues.
  • Capacity to influence, coach, and build confidence among employers facing complex regulatory processes.
  • Comfort navigating shifting priorities and diverse employer needs across industries.
  • Exceptional written and verbal communication skills, with experience in policy writing, advocacy, and professional representation.
