Job Title: Labor Market Employment Specialist

Reports To: Settlement Program Director

Location: PICS Head Office and other Local Locations

Wage: $ $27.00

Job Summary: Under the direction of the Settlement Program Director, the Employment Counsellor provides support to immigrant and refugee clients in accessing employment opportunities. This includes conducting needs assessments, developing personalized employment plans, and offering one-on-one or group-based services. The counsellor acts as a liaison between clients and employers, facilitating job placements, workplace accommodations, and retention strategies to ensure the long-term success of clients in the workforce.

Key Duties and Responsibilities:

  • adhere to PICS' Policy and Procedure Manual and Health and Safety Guidelines;
  • conducts intake processes, assesses client eligibility, and performs in-depth needs assessments;
  • provides personalized employment services, including referrals, information, and orientation;
  • assists clients with resume writing, interview preparation, and job search strategies;
  • establishes rapport with clients and engages them in activities to integrate into the broader community;
  • supports clients during the job application, interview, training, and onboarding processes;
  • educates employers on workplace accommodations for diverse populations, including individuals with disabilities;
  • facilitates workshops and group orientations on employment-related topics;
  • develops and manages individualized employment plans with actionable goals and regular follow-ups;
  • builds partnerships with employers, industry associations, and service providers to expand job opportunities;
  • maintains and reports accurate client data through relevant forms and iCare databases;
  • contributes to promotional activities aligned with PICS' marketing and communications plans;
  • fosters a collaborative work environment by maintaining positive relationships with colleagues and volunteers; and
  • performs other employment-related duties as assigned by the Settlement Program Director.

Knowledge, Skills and Abilities:

  • strong understanding of employment-related services and barriers faced by newcomers and refugees;
  • knowledge of local labor markets, workplace rights, and diversity hiring practices;
  • proven ability to resolve client challenges using conflict resolution, crisis intervention, and problem-solving skills;
  • excellent organizational and facilitation skills for group activities and workshops;
  • strong interpersonal, communication, and relationship-building abilities;
  • high level of computer proficiency (Microsoft Office Suite, databases, email/internet);
  • ability to work independently in a multicultural, fast-paced environment and meet deadlines; and
  • flexibility to work evenings or weekends as required.

Other Requirements and Attributes:

  • bachelor's degree in Social Services, Employment Counselling, or a related field; or a combination of relevant training and experience;
  • experience working with newcomers, vulnerable populations, and individuals with diverse needs;
  • valid Class 5 driver's license and access to a reliable vehicle (preferred); and
  • clean Criminal Record Check (Vulnerable Sector).
