Purpose of the Role:

The Construction Project Lead will report to the Construction Manager and will be responsible for all aspects of the construction process throughout LifeLabs' Patient Service Centre (PSC), Logistics and/or Labs network including  renovations, relocations and new builds, and/or expansion projects. The role will also be responsible for overseeing all aspects of the PSC refresh program as required.

The Project Lead will ensure that projects and programs are completed on time, within budget and within scope and are in accordance with company design standards, signage standards and procurement guidelines. In addition, the role will ensure that projects are compliant with all company and government or industry regulatory environmental, health and safety standards.

This individual will also support Real estate initiatives in participating with tours with stakeholders and brokers, including the review of potential locations relating to landlord's work vs site conditions and costing.  Travel is required throughout the year, including some evening and weekends relating to after hours construction requirements, furnishing reconfigurations and relocations of sites. 

This individual will provide strong leadership, partnership, participation, direction and project management on all projects, including revisions of the PSC design standards taking into consideration corporate branding, workflow, cost engineering, and life-cycle analysis as required.

Your Responsibilities Will Include:

Accountable for the design, engineering, furnishings and construction of all new builds, renovation, and refresh projects in the PSC network throughout British Columbia and potentially other provinces as assigned. This will include site visit co-ordination, installs, moves and close out of the individual projectResponsible for the cost management on all aspects of the construction projects and to recommend revisions to standards which are cost effective without diminishing quality of the end productResponsible for implementing established and revising internal standards and ensure that they are adhered to by project partners/stakeholders, consultants and suppliersResponsible for implementation of national internal project management standards, policies, and procedures to ensure consistency and efficiency of project delivery throughout the PSC network. To participate in quarterly and annual reviews on the changing markets and internal deliverablesEnsure that terms, conditions, and pricing of service agreements and contracts with project partners, consultants, general contractors and suppliers are respected and adhered to by all parties. Manage, monitor and challenge project budget estimates and analyze actual costs to ensure proper control of expenditures within approved budgets and ensure compliance with LifeLabs' accounting proceduresAssist Supply Chain in the coordination of construction documents for tender including detailed scope of work, drawings and scheduling to general contractors in bundling projectsPresent and obtain all necessary approvals for all construction projects and programs. Assist Procurement (Supply Chain) in the review and selection of submitted construction bids which will be approved by the Construction ManagerLiaise with general contractors, consultants, architects, landlords, and government agencies regarding insurance, permits and approvals and closureDevelop and manage internal relationships with key business unit contacts/stakeholders (including Operations, IT, Facilities Management, and Procurement / Finance counterparts) with a particular focus on managing internal customer expectations regarding service quality and cost effectivenessTrack and report on all projects in addition to leading regular status update meetings with regional Operations and other stakeholdersComplete site visits throughout the project and ensure timelines, deliverables and expectation of the contract and design are met.Accountable for benchmarking of project costs to ensure best value for LifeLabs. Maintain a review process on industry best practices, developments and trends in relation to construction costs, furnishings and changing markets.Participate and maintain the development of annual capital plans and PSC refresh programs, including the updating of the project and PSC data basis strategy for future state.Perform other related duties as assigned by management such as monthly reports, project completion, cost savings reports and participate in team and project meetings as required.

What You Will Bring To The Role:

Diploma or University Degree in Architecture, Interior Design, and/or Project Management, Architecture or Engineering with membership in Provincial or National Professional AssociationMinimum of 4 to 6 years professional experience in Construction Management, Design, Project Management, Architecture, Engineering or Facilities and Real Estate DevelopmentProject Management Professional (PMP) certification an assetCorporate real estate, construction and facilities experience, preferably in a large and matrix organizationPrevious experience in developing corporate design standards an assetStrong background and knowledge of financial controls, project development planning and costing, scope and detailed budgeting, as well as interior, architectural and structural designHighly creative and innovativeAbility to manage relationships with internal and external business partners and stakeholdersProven track record of successfully managing simultaneous projects of varying scope and complexityAble to meet challenging deadlinesResults driven, organized and flexibleTravel to domestic markets and on-site evaluations – (40% to 60% or as necessary)
