Job Description:
Reporting to the Dean of Pembroke Campus, the Manager of Facilities and Operations provides leadership and sound management for the provision of facilities operations and maintenance, operational security and risk assessment and parking services. In addition, the position is accountable for the effective use of energy resources and the leadership of programs to conserve energy use.
Duties and Responsibilities:
Facility Operations
Accountable for the safe, efficient, and effective operation of all Campus heating, ventilating, air conditioning, electrical, mechanical systems and structural systems.
- Accountable for maintaining the systems in a condition that ensures that this significant Campus investment is preserved, and that deficiencies are detected and corrected in a timely manner to minimize disruption to learning and working activities and to minimize costs of repair.
- Develops and ensures compliance with operating procedures and standards for these systems that will ensure staff within the teams operate the systems in a manner which is safe and provides for optimum learning and working environments for all students and staff of the Campus during all hours of operation.
- Manages major service contracts; elevator, stand by generator, summer grounds operations, storm water management, winter snow and ice, waste and recycling/ waste audit, HVAC service, electrical and other trades as required.
- Oversees compliance with Electrical Safety Authority (ESA), Technical Standards and Safety Authority (TSSA).
- Coordinates equipment servicing/maintenance; food services equipment-kitchen exhaust, science lab fume hood, medical air/vacuum system.
- Coordinates with Ottawa Facilities team on fire Alarm system, building automation, roofing and siding inspections.
- Manages the facilities inventory/asset management and plans delivery of facilities construction, renovations and maintenance projects on campus in consultation with the Ottawa Campus Planning and Development Team and project managers.
- Accountable for the timely and cost-effective distribution, tracking and use of heating fuels, electricity, water and sewage services within the Campus.
- Accountable for the leadership of Campus energy conservation programs to ensure the Campus makes the best possible use of its energy resources.
- Responsible for coordinating with Ottawa campus for the developing, implementing and maintenance of a Smart Building Control Strategy for the Campus.
- Administers Wattstopper Lighting Control schedule programming.
- Accountable for team management of caretaking; room moves and event set-ups/tear downs.
Accountable for vehicle fleet maintenance within the Campus and assists with department/program fleet as needed.
Security & Risk Management
Liaises with Risk Management for administrative requirements under the Ontario Fire Code, Fire Safety Plan, Emergency Evacuation signage and communication, local Fire Department, Fire Drills, lock down drills etc.
- Provides direct oversite on campus security operations: contract services administration, day-to-day operations including daily review of security reporting, provides direction, building hours/operations and coverage.
- Assists with the coordination of chemical inventory, HWIN and proper disposal, Bio-Hazardous material disposal.
- Accountable for security, emergency procedures and planning, control and administration of WINPAK card access for campus, CCTV camera operations and investigative review as needed, regular testing of emergency phone, panic buttons, emergency broadcast system, provides reports monthly to the risk management department at Ottawa Campus, activation of Emergency Broadcast System (EBS) as required.
- Assumes site command for emergency incident response on campus, liaises with Local Emergency Services, Police, Fire.
- Liaises with Manager of Security, Coordinator of Electronic Security Systems, Security Investigations, Occupational Health, Safety & Security teams as needed.
- Coordinates the Annual Ottawa River Flood Monitoring and planning – Spring peak flow.
Rotates as departmental duty officer where a 24/7 availability must be maintained for the duration of the assignment.
Parking
Accountable for parking services: issuance of parking tickets through security operations and adjudication/appeals.
- Provides direction to security for parking monitoring and ticket issuance.
- Monitors parking capacity and permit purchases.
Use of AIMs and Honk Mobile systems to administer parking permits and troubleshooting issues with permit purchases in AIMS.
Management
Establish an environment which enables every person to perform their work effectively.
- This includes: establishing team vision and mission and instilling the departmental values in each team member, leading the team in establishing and achieving relevant goals and objectives, responsibility for the recruitment of capable team members and the guidance of each team member in their professional development and certification, responsibility for performance and attendance management, responsible for ensuring good team and work relationships, both internally and with other teams.
- Responsible for managing customer expectations and customer relations.
- Responsible for developing and controlling operational budgets.
- Provides input into developing and maintaining: campus-wide design strategy, capital project reviews, renovation project reviews, facility renewal projects, long-term facility strategic planning.
- Includes campus wide planning and implementation as part of the Dean Management Committee.
- Represents campus on college wide committees, Tragic Emergency Response Team (TERT), College Space committee, participates in Senior Leadership Team (SLT) Facilities Meetings, College Security/Risk Huddles.
Required Qualifications:
- Minimum three (3) year degree or diploma to be in facilities management or related field of study. With experience and/or knowledge of mechanical, electrical and/or construction specialties.
- A valid professional designation, recognized in Ontario, appropriate to the certificate or diploma.
- Minimum five (5) years experience managing teams in a unionized environment and dealing with subordinates and personnel issues.
- Must be familiar with the operation and execution of preventive maintenance in a large institutional setting with a particular emphasis on service delivery and have dealt with internal personnel and external contractors.
- Must have created, controlled, and held responsible for meeting a complex departmental budget relating to preventive maintenance and operations, and repairs.
- Must be familiar with the principles of energy conservation and have experience with implementing energy efficient projects.
- Must be familiar with the operation and legislative requirements with respect to registered plants typically gained by either working in a plant or being responsible for one.

- Must have a valid Ontario driver's license.
- Asset to having a current Ontario Security Guard License.
- Mental Health Training/Assist Training.

- Excellent planning, analytical and organizational skills.
- Experience and technical knowledge of Occupational Health and Safety.
- Be able to establish and lead a team in a progressive departmental team environment.
- Possess the interpersonal skills and integrity to seek and maintain constructive relationships within and outside the Campus community.
- Be able to understand the operating principles of modern building control systems and modern building electrical and mechanical and structural systems.
- Exposure to Capital project work and construction and dealing with contractors.
- Familiarity with building code issues, ASHRAE guidelines for buildings.
- Writing skills for reports and proposals are used daily and must be appropriate for review and decision making by senior managers with limited prior review by others.
- Skill with e-mail, Microsoft Word and Excel is a must, Access, and PowerPoint would be an asset.
